R EGION SEVEN’S FIVE ACTIVE LANDFILLS ACCEPTED
almost 2.5 million gate cubic yards of waste during 2006.
This volume was up 7.2 percent, or 164,252 gate cubic
yards more than 2005’s total.
This region had the third highest increase of all regions in waste
acceptance of 7.2 percent. This number was higher than the State’s
average by 2.2 percentage points. Only Peoria/Quad Cities at 14.3
percent and Northwestern Illinois at 13 percent had higher waste
acceptance percentages. Reasons for this situation, are unknown.
Southern Illinois Regional Landfill, near DeSoto, was 11th place in
waste disposal ranking for all landfills in 2006, and accounted for
nearly 68 percent of the waste landfilled in the region during the
year.
Veolia Environmental Services (ES) purchased two
landfills in Southern Illinois in 2007
Two landfills in Southern Illinois have new owners and names.
Wayne County Landfill, Fairfield, was purchased by Veolia ES
Solid Waste Inc. on Sept. 1, 2007 and that same company also
purchased Lawrence County Regional Landfill on June 1, 2007. The
new names are Veolia ES Wayne County Landfill and Veolia ES
Sumner Landfill Inc.
Four landfills accept waste from six other states
Of the almost 1.7 million gate cubic yards of waste received by
Southern Illinois Regional Landfill in 2006, 340,183 gate cubic
yards, or 20 percent, came from Arkansas, Indiana, Iowa, Kentucky
and Tennessee.
Under previous owner, Waste Management, the landfill at Sumner,
accepted 69,107 gate cubic yards or 40 percent of its waste in 2006
from Indiana. An amount of 34,574 gate cubic yards (17 percent of
its waste stream) came to Perry Ridge Landfill from Missouri. West
End Disposal Facility, Thompsonville, accepted 10,826 gate cubic
yards or six percent of its waste from Kentucky.
The percentage of imported waste for the region is 18.5 percent,
considerably less than Region Six (Metropolitan East St. Louis),
where out-of-state waste comprised 56.7 percent of total waste
landfilled. The state-wide average of imported waste is 13 percent.

Forty-seven years of
landfill life remain
The Southern Illinois region has the
most years of landfill life remaining,
at 47 years. The Peoria/Quad
Cities region has the next highest
at 42 years. One billion gate cubic
yards of available capacity allows
for 19 years of landfill life state-wide.
Chicago Metropolitan has the
least years remaining at eight
years.

Landfill capacity decline reported at 2.5 percent
As of Jan. 1, 2007, the region’s landfills reported a total capacity of
more than 114.9 million gate cubic yards, 2.9 million gate cubic
yards fewer this year than last. This amount declined 2.5 percent
from the previous year. Three of the region’s landfills: Southern
Illinois Regional Landfill, Perry Ridge Landfill and West End
Disposal Facility contain 81.8 percent of the capacity available in
the region for waste disposal. These three landfills rank seventh,
11th and 12th of all the State’s 48 landfills that reported capacity on
Jan. 1, 2007.
Seventh-ranked, Southern Illinois Regional Landfill, has more than
48.5 million cubic yards of capacity available. On July 2, 2004, this
landfill’s South Unit lateral expansion was approved. The landfill
contains 143.3 acres and added 20.6 million more in-place cubic
yards of landfill capacity.
Perry Ridge Landfill opened in DuQuoin on Mar. 8, 2004
The opening of Perry Ridge Landfill, DuQuoin, by owner GERE
Properties of Carol Stream took place on March 8, 2004. Perry
Ridge Landfill expects to operate for 23 more years. This landfill
has an initial design capacity of almost 14.9 million airspace cubic
yards.
At Saline County Landfill, on Aug. 19, 2004, a 28.9 acre lateral
expansion was approved for development, increasing its disposal
capacity by 3.1 million cubic yards.
New cells opened in 2005 and early 2006 at Southern Illinois
Regional Landfill, Veolia ES Wayne County Regional Landfill and
West End Disposal Facility.

County agencies inspect facilities; investigate dumping
The Illinois EPA has delegated inspection authority to local
governments in Jackson, Perry and Wayne counties. A multiple
county delegated partner is Ambraw Valley Solid Waste Agency
that inspects Lawrence County Regional Landfill and several closed
sites in Crawford, Lawrence and Richland counties.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA’s Marion field office: investigating and enforcing suspected
violations of land pollution laws and reports of open dumping, and
inspecting landfills, transfer stations and compost facilities
permitted through the Agency’s Bureau of Land. (Inspections also
include nonhazardous industrial waste landfills, or monofills, and
landfills that closed prior to 2004; facilities not included in this
report.)
Transfer station activity is underrepresented
In 2006, four active transfer stations played an important role in an
area encompassing 8,421 square miles. Three facilities voluntarily
reported to the Agency that they handled 62,998 tons of municipal
waste during 2006.

The region’s two compost facilities reported handling 1,359 tons of
landscape waste, 32 percent less than the amount accepted in the
previous year. An amount of 640 fewer tons were accepted in 2006.

Multiple year recycling rate average is 15.2 percent
Each year, the Agency seeks information regarding recycling and
waste generation rates.
Southern Illinois is closer to Indiana and Kentucky recyclable
material markets than to Illinois markets. Rates ranged from 3.4 to a
high of 35.0 percent, yielding a multi-year average of 15.2 percent.
Six of 22 counties in the region offered current data, yielding a
survey response rate of 27 percent. The rest of the counties had data
from 1994-2004, except one that had no data at all.
Municipal Waste
Management Plans
The Solid Waste Planning and Recycling
Act requires all Illinois counties and the
City of Chicago to develop, adopt and
implement 20-year municipal waste
management plans.
Plans include programs and
recommendations to achieve solid waste
management goals, which typically
include waste reduction, recycling,
incineration and landfilling as program
options.
The law requires each plan to include a
program designed to recycle 15 percent
of municipal waste by the end of the third
year of the program and 25 percent of
municipal waste by the end of the fifth
year, depending upon the availability of
markets.
Every five years, each plan must identify
changes in planning areas, evaluate
progress in plan implementation and, if
necessary, revise plan recommendations
and goals. The government unit also has
the option of updating its solid waste
generation data. The plan is then
submitted to the Illinois EPA for review
and comment.
Five year plan updates have been
adopted by Edwards, Franklin, Gallatin,
Hardin, Jackson, Jefferson, Lawrence,
Massac, Perry, Pope, Richland, Saline,
Union, Wabash, Wayne, and White
counties.
Ten year plan updates have been
completed by Clay, Edwards, Franklin,
Jackson, Jefferson, Gallatin, Lawrence,
Richland, Saline, Wabash, Wayne and
White counties.
