M ORE THAN 9.7 MILLION GATE CUBIC YARDS OF WASTE WAS
accepted in East Central Illinois during 2006. This figure
is down 193,277 gate cubic yards from the previous year,
a difference of two percent.
However, one landfill did not accept any waste during 2006 because
it temporarily closed its gates after April 2005. However, Streator
Area Landfill still reported capacity as an inactive landfill.
Together, Veolia ES Orchard Hills Landfill Inc., Davis Junction,
and Livingston Landfill, Pontiac, took in 23 percent of the State’s
waste receipts, and were the top two landfills, in terms of waste
receipts. Livingston Landfill accepted 6.2 million gate cubic yards
of waste for disposal. This was the only landfill in the region to
appear in the top 10 list. All of the waste received at Livingston
Landfill was from Illinois.
Waste also received from three other states at three
landfills
Three of the region’s landfills accepted waste from three states
besides Illinois. Waste imported into East Central Illinois region
came from Indiana, Iowa and Missouri. Indiana counties sent waste
to Brickyard Disposal and Recycling Inc., Danville, and to Illinois
Landfill, Hoopeston. Indiana’s waste amounted to nine and four
percent respectively of the waste received at these two landfills,
presumably because of these facilities’ proximity to the Illinois-
Indiana border.
Clinton Landfill #3, in addition to accepting waste from Indiana,
also accepted waste from Iowa and Missouri. Out-of-state waste still
amounted to less than one percent of Clinton Landfill’s total waste
receipts in 2006.
Available capacity down 5.9 percent
Available capacity reported at nine landfills in the region on Jan. 1,
2007 was almost 154.6 million gate cubic yards.
More than 9.6 million gate cubic yards less landfill capacity was
available in East Central Illinois as of Jan. 1, 2007, down just 5.9
percent from the previous year. Still, sixteen years of landfill
capacity remain in the East Central Illinois Region.
Livingston Landfill ranked second in available capacity
Ten percent of the landfill capacity available in the State is at
Livingston Landfill, ranked second in the State’s capacity rankings.
Additional capacity comes from expansions such as the vertical one
at ADS/McLean County Landfill, Bloomington, that received an
Illinois EPA permit to open on Nov. 16, 2005. During 2006, an
additional 14.9 acre lateral expansion application was under review
at this landfill. The design airspace for this site’s lateral expansion
would be 1.5 million cubic yards. By Mar. 13, 2007, the operator
has now been allowed to begin construction of this area. Another
Illinois EPA requirement at this landfill was the significant
modification to operate (SMO) permit that was approved on Sept.
14, 2007.

Illinois EPA permit activity for East Central Illinois
Region
On Oct. 8, 2004, Illinois EPA approved Livingston Landfill’s
permit that included a 48 acre horizontal expansion of Parcel ABC,
a 159 acre horizontal expansion of Parcel D and a 75 foot vertical
increase over Parcel D. This added 50.5 million cubic yards airspace
capacity at this landfill.
Streator Area Landfill became inactive as of April, 2005, while the
landfill’s vertical expansion is under construction. Streator Area
Landfill #3, Streator, has submitted to the Agency a horizontal
expansion application for 4.7 million cubic yards of air space that is
currently under review.
The Illinois EPA approved construction plans for new
areas
Phase 5B opened at Clinton Landfill #2 in March 2004. Three
landfills had new areas or cells open in 2005. In 2006, new disposal
areas opened at Illinois Landfill in the spring and at Livingston
Landfill in the fall.
New landfill proposed near Clinton
A proposed landfill named Clinton Landfill #3, located near the
currently operating landfill Clinton Landfill #2, is preparing to open
when its current landfill closes. Upon receiving Illinois EPA
approval for the development, a permit was issued on Mar. 2, 2007.

Ambraw Valley Solid Waste Agency, Macon and
Vermilion counties have delegated duties
The Illinois EPA has delegated inspection authority to Ambraw
Valley Solid Waste Agency (covering the counties of Crawford,
Lawrence and Richland), the Macon County Solid Waste
Management Department and the Vermilion County Health
Department.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise be performed by the Illinois EPA’s
Champaign field office: investigations into complaints about open
dumping, inspecting pollution control facilities, investigating and
reporting suspected violations of land pollution laws.
Central Waste Services & Recycling leads transfer activity
at 81 percent
Only six of the Region’s nine active transfer stations reported the
amounts of solid waste accepted in 2006. Therefore, the figure of
128,101 tons of waste received underrepresents what waste amount
is actually transferred in the region. Eighty-one percent of waste
reported as transferred was managed at one site, Central Waste
Services & Recycling in Urbana.
Ninety-one percent of composting in region at two sites
The amount of 25,113 gate tons of landscape waste were processed
at four compost facilities in the East Central Illinois Region.

Management Plans
The Solid Waste Planning and Recycling
Act requires all Illinois counties and the
City of Chicago to develop, adopt and
implement 20-year municipal waste
management plans.
Plans include programs and
recommendations to achieve solid waste
management goals, which typically include
waste reduction, recycling, incineration and
landfilling as program options.
The law requires each plan to include a
program designed to recycle 15 percent of
municipal waste by the end of the third
year of the program and 25 percent of
municipal waste by the end of the fifth year,
depending upon the availability of markets.
Every five years, each plan must identify
changes in planning areas, evaluate
progress in plan implementation and, if
necessary, revise plan recommendations
and goals. The government unit also has
the option of updating its solid waste
generation rate. The plan is then submitted
to the Illinois EPA for review and comment.
Five year plan updates were submitted by
Champaign, Clark, Crawford, DeWitt,
Douglas, Effingham, Iroquois, Jasper,
Livingston, Macon, McLean and Vermilion
Counties.
Ten year plan updates have been
completed by Champaign, Coles,
Crawford, DeWitt, Douglas, Effingham,
Ford, Iroquois, Jasper, McLean, Piatt,
Shelby and Vermilion Counties.
Champaign, Macon and McLean counties
also completed their 15 year plan updates.

Multiple years recycling rate average is 22.8 percent
Each year, the Agency attempts to seek current waste generation
and recycling information from recycling coordinators statewide.
In Region Four, just six of 19 county recycling coordinators offered
data for 2006, a 32 percent response rate.
Recycling rates in this region range from less than one percent to
46.4 percent. The data that is given dates from 1992 to 2006.
The region’s multi-year average recycling rate is 22.8 percent. The
total amount reported as recycled for this region is 240,149 tons.
