In terms of municipal wastes landfilled statewide, Region
Seven received the least: 3.2 percent of 1996’s total vol-ume.
Region Two (Chicago Metropolitan) took in the
most: 49.4 percent.
One landfill’s appetite for out-of-state wastes
Southern Illinois Regional Landfill, near DeSoto, ranked
14th in wastes received in 1996, and accounted for
nearly 61 percent of the wastes landfilled in the region
during the year.
Of the more than 845,000 gate cubic yards of wastes
received by Southern Illinois Regional in 1996, some
541,000 gate cubic yards, or 64 percent, came from
Kentucky and Missouri.
Saline County Landfill, Harrisburg, and Wayne County
Landfill, Fairfield, each accepted less than 1 percent of
out-of-state wastes in 1996, which reduced the regional
percentage of such wastes to 36.5 percent, considerably

1996 vs. 1995
less than Region Six (Metropolitan East St. Louis), where
out-of-state wastes comprised 50.7 percent of total wastes
landfilled.
Capacity rose 53 percent
As of Jan. 1, 1997, the region’s landfills reported a total
capacity of 16.9 million gate cubic yards, for a 53 percent
increase in regional capacity, some5.9 million gate cubic
yards more than whatwasreported on Jan. 1, 1996.
Most of this increase — 5.7 million cubic yards — came
from expansions at Wayne County Landfill. Saline
County Landfill, which had zeroed-out the previous year,
contributed 1.3 million cubic yards of new capacity.
Southern Illinois Regional lost 1.1 million cubic yards.
New landfill opens in Lawrence County
Lawrence County Disposal Centre, in Bridgeport, opened
its gates on April 2, 1998. The facility expects to operate
for at least 20 years. The new landfill has an initial
design capacity of 5.7 million airspace cubic yards, which
is 1.1 million cubic yards less than Southern Illinois
Regional Landfill’s design capacity.
Airspace means the area occupied by all wastes placed in
the landfill, all daily cover (six inches of soil or other
authorized materials spread atop wastes at the end of the
day to control odors and vermin), and the earthen cap
sealing the landfill at the end of its operating life.
No near-term landfill closings
No landfills are expected to close in Region Seven by the
end of 2000. In early 1997, Southern Illinois Regional
Landfill’s wastes-disposed/available-capacity report indi-cated
it may close in 2005; however, the facility has since
begun building a new area that could extend the landfill’s
life by 10 years.

Compost Facilities: Wastes Accepted 1996
Saline County Landfill had estimated only five years of
life remaining. In 1997, though, the facility received local
siting approval for a 4.6-million cubic-yard expansion,
which could add 21 years of service life.
Three counties inspect facilities; investigate dumping
TheIllinoisEPAhasdelegatedinspectionauthorityto
healthdepartmentsinJackson,PerryandWaynecounties.
Delegation agreements authorize these agencies to con-duct
many of the duties that would otherwise have to be
performed by the Illinois EPA field office: investigating
suspected violations of land-pollution laws and reports of
open dumping, and inspecting landfills, transfer stations
and compost facilities permitted through the Agency’s
Bureau of Land. (Inspections also include industrial land-fills,
or monofills, and landfills that closed prior to 1994;
these facilities are not included in this report.)
Transfer stations move nearly one-fifth of wastes. . .
Even though transfer stations number only three, they
nevertheless play an important role in such a large region
having so few landfills. During 1996, these three facilities
handled nearly 81,000 tons of municipal wastes, an
amount equal to about 18 percent of wastes landfilled in
Region Seven that year.
. . . but compost facilities are drying up
Two of the region’s compost facilities reported handling
about 1,500 tons of landscape waste, which translates
to less than 1 percent of municipal wastes that entered
Region Seven’s landfills in 1996.

Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-
year municipal waste management
plans.
Plans include programs and recom-mendations
to achieve solid waste
management goals, which typically
include waste reduction, recycling,
incineration and landfilling as pro-gram
options.
The law requires each plan to
include a program to recycle 15 per-cent
of municipal wastes by the end
of the third year of the program and
25 percent of municipal wastes by
the end of the fifth year.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan implemen-tation
and, if necessary, revise plan
recommendations and goals. The
county also has the option of updat-ing
its solid-waste generation rate.
The plan is then submitted to the
Illinois EPA for review and comment.
