LANDFILLS IN REGION THREE ACCOUNTED FOR 12
percent of the more than 46 million gate cubic yards
of wastes buried statewide during 1996. The region’s
facilities accepted 5.6 million gate cubic yards, or 13.4
percent more than 1995’s total of 4.9 million gate cubic
yards. Landfilling statewide declined 2.1 percent from
1995 to 1996.
Nearly 40 percent of the wastes landfilled in the region
were trucked to Tazewell Recycling and Disposal Facility,
in East Peoria. This landfill ranked sixth among 57 Illinois
landfills that accepted wastes during 1996. In contrast,
Henry County Landfill #2, at Atkinson, ranked 55th.
Pollution Control Board revokes Watts Landfill permit
On Feb. 5, 1998, the Illinois Pollution Control Board, cit-ing
numerous violations of regulations, revoked the oper-ating
permit of Watts Landfill, in Taylor Ridge; the facili-ty
continued taking waste until March 20, 1998, while
appealing the Board’s decision. That appeal was denied
and the facility has since appealed to the Third District

Appellate Court, in Ottawa. The Court’s final ruling may
not occur until late 1998.
Voluntary and involuntary landfill closures
Peoria City/County Landfill #1 reached capacity limits
and closed its gates on April 10, 1998; the facility is
expected to complete construction of the landfill’s cap and
seek closure certification. Pekin Landfill is expected to
follow suit later in the year.
Henry County Landfill #2 ceased taking wastes in August
1997 and is attempting to resolve a number of compliance
issues. The facility had indicated that it planned to close
in 1998, and it is unclear if it will accept any more wastes
prior to permanent closure. Premature closures of Henry
County and Watts Landfills would reduce regional capaci-ty
by about 2.1 million gate cubic yards.
New landfill opened near Peoria
Peoria City/County Landfill #2 began taking wastes on
March 9, 1998. The new facility has a design capacity of
7.5 million airspace cubic yards. Airspace includes all
wastes and all intermediate cover (soil or alternative
materials spread atop the wastes at the end of each work-ing
day) and the landfill’s final clay and topsoil cap.
The new landfill will be operated by Waste Management
of Illinois Inc., whereas Peoria City/County Landfill #1
had been managed by a subsidiary of Peoria Disposal Co.

(PDC). Subsidiaries of PDC operate Clinton Landfill #2
and Pike County Landfill, and also maintain the now-closed
Washington Landfill.
PDC’s 74-acre facility in Peoria is unique: It is the state’s
only active, commercial hazardous-waste landfill. (CID
Recycling and Disposal Facility #4, in Chicago, also holds
a permit to accept hazardous waste but it has been inac-tive
since 1994.)
Spoon Ridge Landfill plans a hiatus
In December 1997, the Agency granted Spoon Ridge
Landfill, near Fairview, a permit that would allow the
facility’s owner and operator, BFI of Illinois Inc., a sub-sidiary
of Browning-Ferris Industries Inc., of Houston, to
expand the disposal area from 80 to 372 acres, total land-fill
area from 995 to 1,038 acres, and raise peak elevation
from 813.5 to 915 feet. With a design capacity of 84.6 mil-lion
airspace cubic yards, the facility has the potential to
become the state’s largest landfill.
Six months later, BFI made an abrupt U-turn when it
announced plans to temporarily close Spoon Ridge on
June 30, 1998, for one to three years as part of a nation-wide
effort to cut costs. BFI officials said, in published
reports, it will use the time to continue developing trans-fer
stations and securing waste contracts that will even-tually
allow wastes from greater Chicago and southeast-ern
Wisconsin to be transported to Spoon Ridge.
Delegated inspections performed in Tazewell County
The Illinois EPA has delegated inspection authority to
Tazewell County Health Department for duties usually
performed by the Agency’s field office, such as investigat-ing
all reports of open dumping and other land pollution
incidents, and for inspecting the county’s three landfills
and one composting facility.
Transfer station activity was low. . .
Two municipally owned and operated transfer stations
handled more than 11,000 tons of waste, an amount
equalling less than 1 percent of municipal solid wastes
landfilled in the region during 1996.

Recycling rates range from 2 to 39 percent
While the Agency does not regulate recycling, it does sur-vey
recycling coordinators statewide. Those in Region
Three reported recycling rates ranging from 2 to 39 per-cent.
However, recycling data from Fulton, Hancock and
Woodford counties are four to eight years out of date.
Thus, the regional average recycling rate of 24 percent
cannot correctly be viewed at the average rate for 1996.u

Six of the region’s seven compost facilities processed more
than 19,000 tons of landscape wastes during 1996.
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-
year municipal waste management
plans.
Plans include programs and recom-mendations
to achieve solid waste
management goals, which typically
include waste reduction, recycling,
incineration and landfilling as pro-gram
options.
The law requires each plan to
include a program to recycle 15 per-cent
of municipal wastes by the end
of the third year of the program and
25 percent of municipal wastes by
the end of the fifth year.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan implemen-tation
and, if necessary, revise plan
recommendations and goals. The
county also has the option of updat-ing
its solid-waste generation rate.
The plan is then submitted to the Illi-nois
EPA for review and comment.
