LAST YEAR ON JAN. 1, 2000, REGION SIX LANDFILLS
reported a total capacity explosion of 159.3 percent. The
available capacity of 130.6 million gate cubic yards
recorded for that date was 8.0 million gate cubic yards more than
the volume reported one year later. This was the highest capacity
increase and the only region to report an increase.
No Regions reported an increase in capacity remaining on Jan. 1,
2001.
Almost 81.4 million gate cubic yards is reported by Cottonwood
Hills RDF, Marissa, a facility that accepted waste during the last
two months of 2000.
Sharper focus
Other percentages help bring this snapshot into sharper focus.
Region Six, as of Jan. 1, 2001, contributed 16.5 percent of the
State’s available landfill capacity. During 2000, these facilities
absorbed 12.9 percent of solid wastes landfilled statewide.
The more than 6.4 million gate cubic yards of wastes landfilled in
the Region in 2000 were 150 thousand gate cubic yards, or 2.3
percent less than the previous year.

New landfill being developed in St. Clair County
The region’s capacity received an enormous boost when
Cottonwood Hills Recycling and Disposal Facility (RDF), near
Marissa, began accepting wastes, and became number 2 in the state
in terms of capacity. The facility occupies a total area of 437 acres
and is seeking, initially, a permitted disposal area of 206 acres, and
a design airspace capacity of 42 million cubic yards. Airspace is the
bubble that will be filled by wastes, by daily cover (soil or
alternative materials spread atop the wastes at the end of each
working day) and, finally, by the landfill’s final clay and topsoil
cap.
Cottonwood Hills will be about half the size of the proposed Spoon
Ridge Landfill expansion in Region Three, in Fulton County.
These two landfills are #1 and #2 in terms of capacity in Illinois, but
only Cottonwood Hills capacity was accessible.
Greater than half of wastes came from out of state
Salem Municipal Landfill #2 was the only active facility in the
region that did not accept out-of-state wastes. Other landfills thrived
on them. Of total wastes accepted in the Region Six, 3.4 million
cubic yards, or 53.5 percent, originated elsewhere.

Fully 71 percent of wastes interred in 2000 at South Chain of Rocks
RDF, Granite City came from out-of-state; and at Milam RDF, East
St. Louis it was 61 percent.
Milam RDF had the distinction of ranking third in the state in
quantities of wastes disposed during 2000, and fifteenth in available
capacity as of Jan. 1, 2001. South Chain of Rocks RDF ranked
number 8 in terms of waste recycling.
Madison and St. Clair counties conduct inspections
The Illinois EPA has delegated inspection authority to the Madison
County Planning & Development Department and the St. Clair
County Health Department.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise be performed by the Illinois EPA
field office: investigating and enforcing suspected violations of land
pollution laws and reports of open dumping, and inspecting
landfills, transfer stations and compost facilities permitted through
the Agency’s Bureau of Land.
(Inspections also include industrial landfills, or monofills, and
landfills that closed prior to 1998; these facilities are not included in
this report.)
Both Madison and St. Clair Counties have two active landfills each.
Both counties also have two compost facilities each, but only
Madison County has transfer stations (three).

One two of the transfer stations in Region Six voluntarily reported
the amount of wastes handled during 2000, so the amount of waste
transferred by these facilities is under represented.

Composting followed familiar pattern
Seven compost facilities processed almost 65,000 tons of landscape
wastes, an amount equal to about one percent of all wastes disposed
in Region Six.
Roxana Landfill Authority and Milam RDF composted 44 and 25
percent of the region’s landscape wastes respectively.
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal wastes by the end
of the third year of the program and 25
percent of municipal wastes by the end
of the fifth year, depending upon the
availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by all the Region 6 counties.
Additionally, Madison, Monroe and St.
Clair counties have also completed ten
year plan updates.

Recycling rates varied from one to 44 percent
The Illinois EPA encourages but does not regulate recycling, and is
not obligated to collect and report recycling data; it does, however,
as a public service, seek this information from county recycling
coordinators. Five counties did not respond to the recycling survey.
Recycling rates in Region Six ranged from a low of one percent to a
high of 44 percent. The regional average recycling rate was 33.5
