the more than 743.4 million gate cubic yards of capacity
statewide on Jan. 1, 2001, the highest in the state. The
region’s facilities reported 179.7 million gate cubic yards, or less
than one percent less than last year’s total of 180.3 million gate
cubic yards. Landfill capacity statewide decreased 6.2 percent.
Tazewell RDF and Upper Rock Island Co. Landfill ranked in the top
15 (10th and 13th respectively) of the State’s landfills in terms of
waste disposed in 2000.
The State’s largest landfill, Spoon Ridge Landfill in Fairview,
housed 73 percent of the capacity in the region, translating to 18
percent of the capacity in the State. This landfill received a
development permit for an expansion in December of 1997, yet
ceased accepting waste on June 30, 1998. It ranked 53rd in terms of
wastes received in 2000, yet number one in the State in terms of
remaining capacity.
Certified capacity is not always “available”
In the case of Spoon Ridge Landfill and Sangamon Valley Landfill
in Region 5, the amount of capacity at their site(s), is unavailable to
waste haulers. Some landfills, for business reasons, close their gates.
In other cases, new owners have bought transfer stations and
transferred waste to landfills owned by their company which are
drawing near to closure.

Sangamon Valley Landfill’s new owners, Allied Waste are in the
process of remedying violations to the Illinois Environmental
Protection Act and state regulations under its prior owner prior to
re-opening. They ceased accepting waste indefinitely until such
problems can be solved to the satisfaction of local and state
inspectors and legal counsel.
Be assured that only those sites which are permitted by this Agency
to operate are accepting waste at any given time.
Voluntary and involuntary landfill closure s in 1998
Peoria City/County Landfill #1 reached capacity limits and closed
its gates on April 10, 1998. The facility is expected to complete
construction of the landfill’s cap and closure certification was
approved with permit modification #11 on May 18, 1999.
Pekin Landfill closed on Nov. 18, 1998. Watts Landfill ceased
accepting waste on March 20, 1998. Neither of these landfills have
certified their closures.
All of the other active landfills expect to remain open after 2002.
New landfill opened near Peoria in 1998
Peoria City/County Landfill #2 began taking wastes on March 9,
1998. The new facility has a design capacity of 7.5 million airspace
cubic yards. It ranks number 20 in terms of capacity remaining as of
Jan. 1, 2001.

The new landfill will be operated by Waste Management of Illinois
Inc., whereas Peoria City/County Landfill #1 had been managed by
a subsidiary of Peoria Disposal Co. (PDC). Subsidiaries of PDC
operate Clinton Landfill #2 and Pike County Landfill also.
PDC’s 74-acre facility in Peoria is unique: It was one of the state’s
two active, commercial hazardous waste landfills in 2000. (CID
Recycling and Disposal Facility #4, in Chicago, also holds a permit
to accept hazardous waste.)
Spoon Ridge Landfill’s capacity not available
The Agency granted Spoon Ridge Landfill, near Fairview, a permit
in December 1997, that would allow the facility’s owner and
operator to expand the disposal area from 80 to 372 acres total
landfill area from 995 to 1,038 acres, and raise peak elevation from
813.5 to 915 feet. With a design capacity of 84.6 million airspace
cubic yards, the facility has become the state’s largest landfill.
Six months later, the owners made an abrupt change when plans
were announced to temporarily close Spoon Ridge on June 30,
1998, for one to three years as part of a nationwide effort to cut
costs. The landfills owners said, in published reports, they would
use the time to continue developing transfer stations and securing
waste contracts that will eventually allow wastes from greater
Chicago area and southeastern Wisconsin to be transported to Spoon
Ridge. No estimate for time to re-open is available from the owner.
Delegated inspections performed in Tazewell County
The Illinois EPA has delegated inspection authority to Tazewell
County Health Department for duties usually performed by the
Agency’s field office, such as investigating all reports of open
dumping and other land pollution incidents, and for inspecting the
county’s one active landfill and one compost facility.
Transfer station activity increased more than 45
percent. . .
Two municipally owned and operated transfer stations handled
almost 20,000 tons of waste, an amount equal to less than half of
one percent of municipal solid wastes landfilled in the region during
2000. The change from 1999 to 2000 was a 45 percent increase due
to Wigand becoming more active.

Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal wastes by the end
of the third year of the program and 25
percent of municipal wastes by the end
of the fifth year, depending upon the
availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by Fulton, Henderson, Henry,
Knox, Marshall, McDonough, Mercer,
Peoria, Rock Island, Stark, Tazewell,
Warren and Woodford counties. Ten
year plan updates have been adopted
by Peoria, Rock Island and Tazewell
counties.

. . . but composting increased 11 percent
Five of the region’s compost facilities processed more than 12,000
tons of landscape wastes during 2000, an 11 percent increase from
1999.
Recycling rates range from two to 59 percent
While the Agency does not regulate recycling, it does survey
recycling coordinators statewide. Those in Region Three reported
recycling rates ranging from two to 59 percent. However, recycling
data from five counties is out-of-date. Thus, the regional average
recycling rate of 26.3 percent cannot correctly be viewed at the
average rate for 2000. u
