L ANDFILLS IN REGION THREE ACCOUNTED FOR 26.7 PERCENT OF
the more than 674.6 million gate cubic yards of capacity
statewide on Jan. 1, 2004, the highest in the state.
The State’s largest landfill, Spoon Ridge Landfill, Fairview, housed
72.5 percent of the capacity in the region, translating to 19.3 percent
of the capacity in the State. This landfill received a development
permit for an expansion in December of 1997, yet reduced
drastically the amount of waste accepted for the past six years. It
ranked 50th in terms of wastes received in 2003, yet number one in
the State in terms of remaining capacity since 1997. Solid waste
planners say access by rail would be necessary to increase waste
receipts at this site.
Waste disposed increased eight percent
The Region’s landfills reported accepting 4.3 million gate cubic
yards of waste for disposal during 2003.
In Region Three, the amount of waste received in 2003 by eight
landfills was up 321.6 thousand gate cubic yards from that received
a year earlier, an 8.0 percent increase.
Upper Rock Island Co. Landfill and Tazewell Recycling Disposal
Facility ranked 13th and 14th respectively in terms of waste
disposed in 2003. No landfills in this region were on the top ten list.

Indian Creek Landfill #2 under construction
In Tazewell County, a landfill is under construction. Indian Creek
Landfill #2 received a significant modification to its permit, in order
to develop areas 2 and 3. This permit was approved on Nov. 26,
2003. Permit to operate granted on June 30, 2004.
Active landfills in the Region expect to remain open until the end of
2004, with the exception of Tazewell Recycling and Disposal, that
proposes an August, 2004, closure.
Henry County Landfill #2, Atkinson, also received a significant
modification permit on Jan. 16, 2004 to develop; this process
includes a new liner and waste excavation along with a vertical and
horizontal expansion. This site will have a specification page in the
18th annual report analyzing 2004 data.
Permit application pending for expansion
A permit application received Illinois EPA approval to expand
Envirofil of Illinois Landfill, Macomb, on April 20, 2004, but in
2003, this application was still under review.
One hazardous waste landfill
Peoria Disposal Company’s (PDC’s) 74-acre facility in Peoria is
unique. It was one of the state’s two active, commercial hazardous
waste landfills in 2003. CID Recycling and Disposal Facility #4, in
Chicago, also holds a permit to accept hazardous waste. PDC #1
accepted waste from nine states other than Illinois in 2003.

Spoon Ridge Landfill’s capacity not readily accessible
The Agency granted Spoon Ridge Landfill, near Fairview, a permit
in December, 1997, that allowed the facility’s owner and operator to
expand the disposal area from 80 to 372 acres, the total landfill area
changed from 995 to 1,038 acres, and raise peak elevation from
813.5 to 915 feet. With a design capacity of 84.6 million airspace
cubic yards, the facility has been the state’s largest landfill for the
past seven years.
Six months after December, 1997, the owners announced a change
to temporarily close Spoon Ridge on June 30, 1998, as part of a
nationwide effort to cut costs. The landfill owners said, in published
reports, they would use the time to continue developing transfer
stations and securing waste contracts that will eventually allow
waste from greater Chicago area and southeastern Wisconsin to be
transported to Spoon Ridge.
Delegated inspections performed in Tazewell County
The Illinois EPA has delegated inspection authority to Tazewell
County Health Department for duties usually performed by the
Agency’s field office, such as investigating all reports of open
dumping and other land pollution incidents, and for inspecting the
county’s one active landfill; another proposed landfill and one
compost facility.
Transfer station activity up 55 percent with new opening
One that didn’t voluntarily report in 2002, reported for 2003. One
municipally owned and operated transfer station handled a little
more than 10,000 gate tons of waste, a negligible amount compared
to the municipal solid wastes landfilled in the Region during 2003.
Amounts are underrepresented because another transfer station did
not voluntarily report. A landscape waste transfer station, Peoria
City/County Compost LSW Transfer Station, Brimfield, opened in
December, 2002. Peoria Recycling and Transfer is under
development in Peoria at the present time, and can now take
recyclables but not waste.

Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal waste by the end
of the third year of the program and 25
percent of municipal waste by the end
of the fifth year, depending upon the
availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by all counties except for
Hancock County. Ten year plan
updates have been adopted by Henry,
Peoria, Rock Island and Tazewell
counties.

Fifty-five percent of landscape waste handled at one site
The Peoria/Quad Cities region’s compost facilities processed more
than 23,407 gate tons of landscape wastes during 2003, just 1,000
less than the previous year. About 55 percent of the landscape waste
handled in 2003, was managed at the compost facility located at
Peoria City/County Landfill #1.
Recycling rates range from 1.8 to 34.8 percent
While the Agency does not regulate recycling, it does survey
recycling coordinators statewide. Those in Region Three reported
recycling rates ranging from 1.8 to 34.8 percent. The regional
recycling rate of 26.2 percent is viewed as the average rate for 2003.
Only four counties did not report new data for 2003.
