S EVEN YEARS OF CAPACITY REMAIN FOR REGION 2 BASED UPON
current waste disposal rates. This is the least number of years
of remaining landfill life of all the regions. The others ranged
between 15 and 54 years, for a state-wide average of 18 years.
On Jan. 1, 2008, the Chicago Metropolitan Region capacity was
94.6 million gate cubic yards, but had decreased 8.8 percent from
the previous year. The capacity reported by landfill operators was
down by 9.1 million gate cubic yards.
Prairie View Recycling and Disposal Facility (RDF), Wilmington
has 61.4 percent of the capacity available locally. It is ranked sixth
in the State, in terms of available capacity. However, waste is only
accepted for disposal at this site from municipalities in Will County.
Waste accepted up 6.2 percent
The volume of solid waste buried in 2007 in Region Two increased
by 6.2 percent from the previous year. The region’s landfills
received more than 13.1 million gate cubic yards of waste (about
four million gate tons) — which amounted to 24.4 percent of all
waste landfilled in Illinois that year. That was a 764,560 gate cubic
yards more than the previous year.
Top 10 rankings for four landfills
Significantly, 30 percent (almost four million cubic yards) of waste
accepted locally was deposited in one landfill: Congress
Development Company, Hillside, which ranked third on the State’s
list. Its new operator as of June 27, 2007, planning to close the
landfill in the near future accepted 3.3 million gate cubic yards more
than the previous operator.
The next three most active landfills in the region Veolia ES Zion
Landfill, Zion; Prairie View RDF and Countryside Landfill Inc.,
Grayslake, each accepted 1.8, 2.5 and 2.9 million gate cubic yards
of waste for disposal in 2007. These landfills rank seventh, eighth
and tenth of all landfills reporting for 2007.
Four landfills accepted waste from the States of Indiana and
Wisconsin totaling less than one percent of the region’s total.

Three landfills open new cells
The region’s newest landfill is Prairie View RDF. Phase 3 West (9.5
acres) was approved in the fall of 2006 at the landfill.
New cells also opened in 2006 in Lake County’s two sites:
Countryside Landfill (five acres, Subcell 5B) on May 10, 2006; and
at Veolia ES Zion Landfill Site 2 Expansion—Cell 8B (12.7 acres)
on Mar. 16, 2006.
More landfill closures in Cook County expected
This region has faced several landfill closures in recent years.
Kankakee Recycling & Disposal Facility (RDF), Chebanse, was
certified closed on Apr. 2, 2007. Settler’s Hill Recycling & Disposal
Facility (RDF), Batavia, also certified closed on Apr. 4, 2008.
One less landfill was available in 2007, due to the closure of
Settler’s Hill RDF on Dec. 29, 2006.
Two more landfills in the region plan to close in 2008. CID RDF
(Calumet City/Chicago) is near closure. Congress Development
Company, Hillside, was near closure on Jan. 1, 2008. The landfill
took its last load of waste on Jan. 31, 2008, and will report no
capacity on Jan. 1, 2009.

Solid waste transfer stations are vital to Region Two
Region Two is home to 74 of the state’s 109 active transfer stations.
Cook County has 52 (that figure includes 16 sites in the City of
Chicago); Lake County has eight; Will County has six; Kane
County has three; Kankakee and DuPage counties have two each;
and McHenry County has one.
The region’s transfer stations are noted in the fold-out map on page
R2.0b, and in the table on pages R2.4 and R2.5. Some of Region
Two’s transfer stations handled more waste than the state’s busiest
landfills. Chicago Metro area transfer stations voluntarily reported
more than 7.7 million tons of waste transferred. We know these sites
are active because field staff inspect their operations regularly.

The opening day for Prairie Lakes Recycling and Transfer Facility,
Matteson, was July 7, 2006. Robbins Recycling and Transfer did not
open in 2006, due to business concerns.
Five sites open during 2007
DK (LSW) Transfer Station re-located and was renamed Oak
Development LLC in July 2007. Greenwood Transfer Facility,
Maywood, opened on June 20, 2007. Recycling Systems Inc.,
Chicago, was permitted by Illinois EPA on Apr. 5, 2007. Robbins
Recycling and Transfer actually opened during 2007. Waste
Management/Bluff City Transfer Station, Elgin, began accepting
waste on Jan. 8, 2007.

The majority (52.4%) of the State’s landscape waste is
composted in Region 2
The tonnage accepted by compost sites in Chicago Metropolitan Region,
210,076 tons, is equivalent to 52.4 percent of total landscape waste
composted in the State at all permitted compost facilities.
Six of the Region’s compost sites show up in the top ten ranking of all of
the State’s compost facilities. Thelen Sand and Gravel #1, Antioch, was
first; Harbor View Compost Facility, Chicago, was fourth; Green Organics
Inc., Bristol, was fifth; Land & Lakes/Willow Ranch, Romeoville, was
seventh; Christiansen Farms, Peotone, was eighth and Joyce Farms
Recycling Inc., Essex, was ninth.

Recycling rates range from 11.1 to 55.4 percent
The Agency does not regulate recycling; however, it does survey
recycling coordinators statewide. Coordinators in Region Two
reported recycling rates ranging from 11.1 to 55.4 percent, giving
the region an average recycling rate of 42.5 percent.
Seven counties (Grundy, Kane, Kankakee, Kendall, Lake, McHenry
and Will) have passed ordinances in support of recycling in
residential and/or commercial sectors. In Cook County: Chicago
and West Cook County Solid Waste Agency have passed similar
ordinances in support of recycling.
Recycling rates are high here, in part, because of accessibility of
Chicago markets for recyclable materials and because Chicago is an
international business center. The Chicago Board of Trade considers
recyclables to be commodities.
