Region One: Northwestern Illinois
Pipes are pipes anywhere, and they can clog. These clean-out pipes are installed in the leachate
collection system at the Veolia ES Orchard Hills Landfill, Davis Junction. These lines help insure
the proper functioning of this system.

LL SEVEN LANDFILLS IN NORTHWESTERN ILLINOIS REGION
remained open into 2008. Four landfills in Region One
show up in the top ten ranking of all the State’s landfills in
terms of waste receipts in 2008. Veolia ES Orchard Hills Landfill
Inc., Davis Junction, ranks first in the state by accepting almost 6.9
million gate cubic yards; Lee County Landfill Inc., Dixon, is third
with almost 3.7 million gate cubic yards; Winnebago Landfill,
Rockford, is seventh with more than 2.6 million gate cubic yards
and Prairie Hill Recycling and Disposal Facility, Morrison, is tenth
with 1.4 million gate cubic yards of municipal solid waste accepted
for disposal.
Region One’s seven active facilities received almost 16 million gate
cubic yards of municipal waste in 2008. The four top-ranked
landfills mentioned above helped raise the waste receipts to one
million gate cubic yards more than the year before. The increase in
waste receipts year to year amounted to seven percent.
Out-of-state waste accepted from Iowa and Wisconsin
Two landfills: Lee County Landfill Inc. and Prairie Hill RDF,
Morrison, reported accepting waste from the State of Iowa in 2008.
In 2008, Veolia ES Orchard Hills Landfill Inc. accepted waste from
the State of Wisconsin. However, all together this total of 151,722
gate cubic yards did not amount to even one percent of the region’s
total waste acceptance.
Capacity up 22.8 percent as of Jan. 1, 2009
Capacity available for waste disposal in the region was up by 22.8
percent from 2007 to 2008, by a total of 51 million gate cubic yards.
The capacity available in the region as reported on Jan. 1, 2009, was
more than 274.6 million gate cubic yards.
Seventeen years of capacity remain for region as of Jan. 1, 2009
This region is first in the state, in remaining capacity, with a 25.2
percent capacity share. Veolia ES Orchard Hills Landfill reported
more than 92.8 million gate cubic yards of space available as of Jan.
1, 2009, making it fourth in the state in capacity ranking on that
date. Lee County Landfill Inc. reported the sixth largest capacity, at
61 million gate cubic yards. Prairie Hill RDF reported almost 55.5
million gate cubic yards of capacity available and ranks eighth.
Total capacity for the Region’s seven landfills, reporting on Jan. 1,
2009, was over 274.6 million gate cubic yards which may provide
17 years of remaining capacity for the region.

Expansions help boost the State’s capacity during 2006 to 2008
Rochelle Municipal Landfill No. 2 received a permit from Illinois
EPA on May 16, 2008 to expand vertically up to 929 feet MSL,
adding 1.2 million cubic yards of capacity. A permit application to
expand horizontally by 50 acres is pending Agency review.
At Winnebago Landfill, Rockford, the operation of Phase 2 South
unit expansion was approved on Dec. 21, 2006. A north expansion
unit of 66.61 acres was approved on May 16, 2008.
At Lee County Landfill both vertical (78 feet) and horizontal
expansions (125 acres) were approved on June 8, 2006 adding 16 to
19 years of landfill life.
New areas open at several landfills
A new area (3.2 acres) called Phase 2B opened at DeKalb County
Landfill, DeKalb, in 2006. That landfill has seven years of capacity
left. Veolia ES Orchard Hills Landfill was allowed by Illinois EPA
to operate in Phase V, a 17.3 acre disposal area on Sept. 13, 2007.
New cells were reported as open at three other landfills. LandComp
Landfill, Ottawa, opened a new area (5.25 acre) called Cell 2 South
for waste disposal in 2006 and at Cell 2 North on Nov. 19, 2008.
Cell 16 also opened at Lee County Landfill on June 22, 2006.
Illinois EPA allowed Prairie Hill RDF to open Phase 5, Cell 1 North
(9.61 ac.) on Dec. 12, 2006 and a 17.4 ac. Phase 5, Cell 2 opening
was approved on Jan. 3, 2008 at the same landfill.

City of Rochelle to expand
its landfill vertically
On 4-11-07, local siting was approved
by the City of Rochelle for its
expansion of Rochelle Municipal
Landfill #2. The siting application
requested an expansion of the existing
61-acre waste footprint to 111 acres. It
also included a vertical expansion over
the existing site. Permit approval was
received on May 16, 2008 for a vertical
expansion. The horizontal expansion
proposal is still under review.

Six transfer stations handle the region’s wastes
An Agency survey determined Region One’s transfer stations
handled 111,484 tons of municipal waste in 2008, an amount
equivalent to less than one percent of the waste landfilled in the
region.
Of those five voluntarily reporting, Princeton Solid Waste in
Princeton reported the most waste accepted; 48,000 tons.
Second-ranked Freeport Transfer Station, Freeport, accepted 42,303
tons. MDI Environmental Systems Transfer Station #1, Lanark, was
third having accepted 19,277 tons of municipal waste during 2008.
These three sites in Princeton, Freeport, and Lanark took in 98.2
percent of the waste accepted in 2008. Two others took in the rest.
However, one other site chose not to voluntarily report the amount
of waste accepted.
Waste Management/Rockford in Roscoe has temporarily ceased
accepting waste as of Feb. 29, 2008, and does not appear on the
listing.
The City of Freeport’s Public Works office built a transfer station to
replace its own landfill. The City of Freeport received a permit to
operate it on July 25, 2006.

Rockford Composting/Cherry Valley leads in composting
Region One’s five active compost facilities reported processing
54,074 gate tons of landscape waste in 2008. The top site: Rockford
Composting, Cherry Valley, (ranked sixth in the state) processed
61.1 percent of the region’s total. DeKalb County Landfill Compost
site ranked tenth in the state and second in the region for waste
accepted.
Average regional recycling rate remains healthy
The Agency does not regulate recycling, nor is the Agency required
to obtain statistics. Nevertheless, as a public service, the Agency
sought this information from county recycling coordinators, who
reported recycling rates ranging from three to 44.7 percent.
Region One’s overall recycling rate of 22.7 percent is a multi-year
average. Six counties reported new recycling data in 2008. Rankings
were not made, because local recycling goals are dependent upon
proximity to markets for the recyclable materials.
