Waste on Earth
There is a lot of waste on our planet. There are piles and
piles of waste all over the world. One thing you could do to
help save your world is recycle things: like paper, plastic and
aluminum. To recycle, you can collect those items and take
them to your nearby facility. When you take those items to
the facility, they crush them and make them into new ones.
My family saves aluminum cans and takes them to a facility,
but on the way, I see a lot of piles of waste that are from
people just throwing away instead of recycling and reusing.
Another thing you can do is to reuse some items. For
example, you can cut off the top of a 2-liter soda bottle and
plant a flower or a plant in it with dirt. You could also take
some pieces of old glass and put them together in a cool
design and make a window ornament. There are a lot of
things you can do to reduce the amount of waste on our
planet. After you read my essay, you can see that you can
make a difference in our world.

REGION SEVEN’S FIVE ACTIVE LANDFILLS ACCEPTED
2.0 million gate cubic yards of waste during 2004. This
volume was up 3.6 percent, or 70,730 gate cubic yards
more than 2003’s total.
In terms of landfill life in years, Region Seven had the most, 58
years.
Southern Illinois Regional Landfill, near DeSoto, stayed at 11th
place in waste disposal ranking of all State landfills in 2004, and
accounted for nearly 64.5 percent of the waste landfilled in the
region during the year.
Of the 1.3 million gate cubic yards of waste received by Southern
Illinois Regional Landfill in 2004, 489,682 gate cubic yards, or 37
percent, came from Arkansas, Kentucky and Missouri. Lawrence
County Regional Landfill, Sumner, accepted 72,311 gate cubic
yards or 31 percent of its waste in 2004 from Indiana. Saline County
Landfill Inc., Harrisburg, and West End Disposal Facility,
Thompsonville, accepted seven and six percent of their waste,
respectively, from Kentucky.
The regional percentage of imported waste is 28.2 percent,
considerably less than Region Six (Metropolitan East St. Louis),
where out-of-state waste comprised 55.3 percent of total waste
landfilled. The state-wide average of imported waste is 13 percent.

Three landfills boost capacity
As of Jan. 1, 2005, the region’s landfills reported a total capacity of 119.6
million gate cubic yards. Three of the region’s landfills contain 81.2
percent of the capacity available in the region for waste disposal thus they
are 6th, 9th, and 10th of all the State’s 51 landfills reporting remaining
capacity.
The largest of these landfills, Southern Illinois Regional Landfill, has
almost 51.2 million cubic yards of capacity available. On July 2, 2004, this
landfill’s South Unit lateral expansion was approved. The landfill contains
143.3 acres and will bring to the region 20.6 million more in-place cubic
yards of landfill capacity.
Landfills open in Perry and Saline Counties
The need for more capacity in Region Seven is appeased for the time being
by the opening of two landfills: West End Disposal Facility,
Thompsonville, on October 25, 2002 and Perry Ridge Landfill, DuQuoin
on March 8, 2004.
West End Disposal Facility expects to operate for 28.3 years. The landfill
has an initial design capacity of 14.5 million airspace cubic yards.
Perry Ridge Landfill expects to operate for 23 years. This landfill has an
initial design capacity of 14.9 million airspace cubic yards.
Saline County Landfill had been active during part of 2004, however, it
was temporarily closed on Feb. 22, 2004. On Aug. 19, 2004, a 28.9 acre
lateral expansion of the landfill was approved for development, increasing
future disposal capacity by 3.1 million cubic yards. The site remains
inactive as it prepares itself to accept waste.
A landfill in Marion is proposed to be developed, however it needs FAA
review and action before construction takes place.

County agencies inspect facilities; investigate dumping
The Illinois EPA has delegated inspection authority to local
governments in Jackson, Perry and Wayne counties. A multiple
county delegated partner is Ambraw Valley Solid Waste Agency
that inspects Lawrence County Regional Landfill and several closed
sites in Crawford, Lawrence and Richland counties.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA’s Marion field office: investigating and enforcing suspected
violations of land pollution laws and reports of open dumping, and
inspecting landfills, transfer stations and compost facilities
permitted through the Agency’s Bureau of Land. (Inspections also
include nonhazardous industrial waste landfills, or monofills, and
landfills that closed prior to 2002; none of which are included in this
report.)
Transfer station activity is underrepresented
In 2004, even though there are only four active transfer stations,
they nevertheless play an important role. One facility voluntarily
reported handling 120 tons of municipal waste during 2004. Actual
amounts of waste received at three other active transfer stations is
not known.

Ashalex Recycling Compost Site open in Marion
The region’s two compost facilities reported handling 1,376 tons of
landscape waste, 11 percent less than the amount accepted in the
previous year.
A new compost site, Ashalex Recycling Compost Site, Marion

Average recycling rate is 14.6 percent
The Agency does not regulate recycling nor does it possess any
mechanism to compel county recycling coordinators to respond to
Agency surveys seeking current recycling rates, or otherwise attest
to the viability of local recycling programs.
Recycling rates in Southern Illinois were the lowest of all seven
regions, because of its location and distance to markets for the
recyclable materials. Rates ranged from 3.4 to a high of 35.0
percent, yielding a multi-year average of 14.6 percent.
Eight of 22 counties in the region offered data for 2004. This would
be a survey response rate of 36 percent.
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the City of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal waste by the end
of the third year of the program and 25
percent of municipal waste by the end
of the fifth year, depending upon the
availability of markets.
Every five years, each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
data. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by Clay, Edwards, Franklin,
Gallatin, Hardin, Jackson, Jefferson,
Lawrence, Massac, Perry, Pope,
Richland, Saline, Union, Wabash,
Wayne, and White Counties.
Ten year plan updates have been
completed by Lawrence and Richland
Counties.
