HERE A LANDFILL IS LOCATED CERTAINLY DOES
matter. Region Six is the closest region to St. Louis,
Missouri, and 55.3 percent of its waste came from
Missouri and five other states.
During 2004, six Metropolitan East St. Louis facilities received 17.1
percent of solid wastes landfilled statewide. The amount disposed in
2004 increased less than one percent from the previous year. Almost
9.2 million gate cubic yards of wastes were landfilled in the
Metropolitan East St. Louis area in 2004. Figures differed by 36,019
gate cubic yards year to year.
On Jan. 1, 2005, Region Six landfill capacity decreased almost 7.1
million gate cubic yards, or down 5.7 percent from the previous
year. Operators in the region reported 13 years of capacity
remaining for waste disposal.
The 85 million gate cubic yards of capacity reported on Jan. 1,
2005, by Cottonwood Hills RDF, Marissa, is 72.6 percent of the
landfill capacity available in the region. On the lower end, South
Chain of Rocks RDF-Phase 2, Granite City, depleted its capacity
when it ceased accepting waste on July 23, 2004, and certified
closed on June 22, 2005.

Construction of new cells permitted at all six landfills
All six landfills applied for and received permits to construct new
cells or areas during 2003 to early 2005. More details about these
developments are found on the landfill specification pages that
follow this regional overview.
Expansion permits are approved by Illinois EPA
The Illinois EPA approved on Oct. 16, 2003, a 4.75 million cubic
yard vertical expansion at Milam RDF, East St. Louis. At the same
site, its Phase IV Northeast expansion received approval on Jan. 26,
2004; and Phase V Northwest area changes received approval on
Jan. 5, 2005.
Later on in 2005, at Roxana Landfill Authority, Roxana, a 99.49
acre horizontal and 20.5 million cubic yards air-space vertical
expansion received Illinois EPA approval on June 6, 2005.
Three landfills rank in top 10
Milam RDF had the distinction of ranking 4th in the state in
quantities of all the municipal waste disposed during 2004, and
Roxana Landfill Inc. ranked 5th. Cottonwood Hills RDF ranked
10th of 52 landfills accepting waste in 2004. These three landfills
accepted 95 percent of all of the waste that was landfilled in the
region.

More than half of wastes disposed came from six other
states
Salem Municipal Landfill #2 was the only active facility in the
region that did not accept out-of-state waste. Of the total waste
accepted in Region Six, almost 5.1 million cubic yards, or 55.3
percent, originated elsewhere.
Region 6 sites received waste from these states: Arkansas, Iowa,
Kansas, Kentucky, Michigan and Missouri.
Landfills and their percentage accepted from other states include:
Bond County Landfill (1 percent); Cottonwood Hills (78 percent);
Milam RDF (62 percent); Roxana Landfill Inc. (44 percent), and
South Chain of Rocks (70 percent).
Madison and St. Clair counties also conduct inspections
The Illinois EPA has delegated inspection authority to the Madison
County Planning and Development Department and the St. Clair
County Health Department.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise be performed by the Illinois EPA’s
Collinsville field office: investigating and enforcing suspected
violations of land pollution laws and reports of open dumping, and
inspecting landfills, transfer stations and compost facilities
permitted through the Agency’s Bureau of Land.
(Inspections also include nonhazardous industrial waste landfills, or
monofills, and landfills that closed prior to 2002; these facilities are
not included in this report.)
Both Madison and St. Clair Counties have two active landfills each.
Both counties also have compost facilities, but only Madison
County has transfer stations (four).
Five transfer stations were open for business, and two
voluntarily reported
Two of the five transfer stations in Region Six voluntarily reported
that 126 tons were transferred during 2004. The amount of waste
transferred by these facilities is underrepresented, because three of
them did not report.

BFI Modern Landfill Compost Facility Site #2 leads
St. Louis Composting (the new operator at Belleville’s only
compost facility) accepted 53,775 tons of landscape waste in 2004.
It accepted 254 more tons than second-ranked Thelen Sand and
Gravel Site #1, Antioch. Both sites handled 14 percent of the
amount that was composted in Illinois during 2004.
The six compost facilities in the region processed 100,990 gate tons
of landscape waste in 2004. The region’s sites handled 26 percent of
the total landscape waste received for composting in Illinois.
Centralia Landscape and Waste Recycling, Centralia, closed on
Nov. 5, 2004, and was certified closed on Jan. 11, 2005, so only five
sites were open into 2005.
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the City of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal waste by the end
of the third year of the program and 25
percent of municipal waste by the end
of the fifth year, depending upon the
availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by all the Region Six counties.
Additionally, Madison, Monroe and St.
Clair counties have also completed ten
year plan updates.

Recycling rates varied from 2.1 to 35.2 percent
The Illinois EPA encourages but does not regulate recycling, and is
not obligated to collect and report recycling data; it does, however,
as a public service, seek this information from county recycling
coordinators. Eight of the nine counties in the region voluntarily
responded to the recycling survey in 2004.
Recycling rates in Region Six ranged from 2.1 percent to 35.2
percent. The regional average recycling rate was 26.8 percent.
