This is an example of cooperation between agencies to get a problem solved. This abandoned
house was torn down in St. Johns using state funds to pay for the dumpsters. Labor and
equipment was provided by the Village. “Free” dumping was allowed courtesy of the landfill
operator’s host agreement with Perry County.

R EGION SEVEN’S FIVE ACTIVE LANDFILLS ACCEPTED
more than two million gate cubic yards of waste during
2008. This volume was down 2.2 percent, or 45,424 gate
cubic yards less than 2007’s total. One landfill was temporarily
closed during 2006, 2007 and 2008.
Southern Illinois Regional Landfill Inc., DeSoto, accounted for
nearly 43 percent of the waste landfilled in the region during 2008,
yet it was not in the State’s top 10 listing.
This region had the lowest decline of four regions reporting less
waste accepted. Region 2 (Chicago Metropolitan) was highest, with
30.6 percent; Region 4 (East Central Illinois) was next with 14.4
percent; Region 3 (Peoria/Quad Cities) had 4.1 percent less waste
accepted. Overall seven percent less waste was accepted by the
state’s 45 landfills active in 2008, as compared to 2007.
Four landfills accepted waste from seven other states
The percentage of imported waste for the region is 22.6 percent,
considerably less than Region Six (Metropolitan East St. Louis),
where out-of-state waste comprised 48.3 percent of total waste
landfilled. The state-wide average of imported waste for 2008 is
12.5 percent.
Of the almost 879,325 gate cubic yards of waste received by
Southern Illinois Regional Landfill Inc. in 2008, 365,965 gate cubic
yards, or 42 percent, came from the states of Arkansas, Indiana,
Iowa, Kentucky, Mississippi, Missouri and Tennessee. Veolia ES
Sumner Landfill Inc. accepted 44,364 gate cubic yards or 19 percent
of its waste from Indiana.
An amount of 43,968 gate cubic yards (nine percent of its waste
stream) came to Perry Ridge Landfill, DuQuoin, from Missouri.
West End Disposal Facility, Thompsonville, accepted 8,912 gate
cubic yards, or four percent of its waste, from Kentucky.
Only Veolia ES Wayne County Landfill Inc., Fairfield, did not
accept any out-of-state waste.
Landfill capacity decline reported as 2.9 percent
As of Jan. 1, 2009, the region’s landfills reported a total capacity of
more than 109.8 million gate cubic yards, 3.3 million gate cubic
yards less than the previous year. The capacity declined 2.9 percent.
Five regions reported less capacity at the beginning of 2009:
Region 5 (West Central Illinois) reported capacity was down 8.8
percent; Region 2 (Chicago Metropolitan) reported a 6.0 percent
decline; Region 6 (Metro East St. Louis) reported a 4.3 percent
decline; and Region 3 (Peoria/Quad Cities) reported a 3.3 percent
decline.
Ninth-ranked Southern Illinois Regional Landfill Inc., has nearly
45.5 million cubic yards of capacity available. It is the only landfill
in Region Seven to rank in the top 10 list.

Saline County Landfill still temporarily closed
At Saline County Landfill, Harrisburg, part of Unit II has been
initially developed, but is not ready for waste acceptance. The
operator reports the site will remain inactive until business
conditions make the site economically viable.
Landfill proposed in Marion
Marion Ridge Landfill, Marion, received an Agency permit to
develop a new non-putrescible waste landfill on July 23, 2004. This
landfill will appear in the annual report, for the year in which it
opens.
Veolia Environmental Services (ES) purchased two
landfills in Southern Illinois in 2007
Lawrence County Regional Landfill, Sumner, was purchased by
Veolia ES Solid Waste Inc. on June 1, 2007. That same company
also purchased Wayne County Landfill, Fairfield, on Sept. 1, 2007.
The sites were renamed Veolia ES Sumner Landfill Inc. and Veolia
ES Wayne County Landfill Inc.
This company also owns Veolia ES Orchard Hills Landfill Inc.,
Davis Junction in Region 1: Northwestern Illinois; Veolia ES Zion
Landfill Inc., Zion, in Region 2 and Veolia ES Valley View Landfill
Inc., Decatur, in Region 4. Veolia ES Orchard Hills Landfill Inc. is
the largest landfill in the State in terms of waste acceptance in 2008.

Saline County Landfill

“temporarily closed” with capacity

Fifty-four years of
landfill life remain in
Region
The Southern Illinois region has the
most years of landfill life remaining,
at 54 years. The Peoria/Quad
Cities region has the next highest
at 41 years. The one billion gate
cubic yards of available capacity
state-wide allows for 22 years of
landfill life. Chicago Metropolitan
has the least years remaining at 10
years.

Massac County Transfer opened in Metropolis in 2007
All five transfer stations voluntarily reported to the Agency that they
handled 136,797 tons of municipal waste during 2008. Massac
County Transfer opened in Metropolis on Sept. 12, 2007.
Therefore, 2008 is its first complete year of operation.

Tons of landscape waste handled up to 38.3 percent
The region’s two compost facilities, both located in Williamson
County reported handling 2,391 tons of landscape waste, 663 more
tons than the amount accepted in the previous year, up 38.3 percent.

At Perry Ridge Landfill, Phase IA-Southwest and Phase 1B-East
opened in March 2007. In Phase 1B-Central, the northern part
opened in January 2008 and the southern part opened in September
2008 at the same landfill.
At Southern Illinois Regional Landfill, a seven acre Cell C was
approved for the waste disposal in December 2006. Cell D, an 11.8
acre cell, opened in September 2008 at the same facility.
At Veolia ES Sumner Landfill Inc. Cell 5 East (3.78 ac.) opened in
May 2006. Cell V.B (less than one acre) was approved to accept
waste in December 2008. At its landfill in Fairfield, Area IID also
opened for waste disposal in February 2006.
At West End Disposal Facility, Phase 2, Cell 1 opened in April
2006. Phase 2, Cell 2 waste disposal operations were approved in
March 2009 at the same facility.

Recycling rate for multiple years average 15.9 percent
Each year, the Agency seeks information regarding recycling and
waste generation rates.
Some areas in Southern Illinois are located closer to markets in
Indiana, Kentucky and Missouri than to Illinois markets. Recycling
rates ranged from 3.4 to a high of 35 percent, yielding a multi-year
average of 15.9 percent.
Six of 22 counties in the region offered current data, yielding a
survey response rate of 27.2 percent. The rest of the counties
(except one) had data from 1994-2006.
Hamilton County is the only county in the state that did not adopt a
solid waste plan in the 1990’s, therefore there has been no baseline
data developed.
