All landfills are required to have leachate collection tanks, whether they re-circulate it or ship
it off-site to a municipal wastewater plant. The entire leachate collection system must have
secondary containment to hold any leaks.

URING 2005, FIVE METROLITAN EAST ST. LOUIS FACILITIES
received 17.3 percent of solid wastes landfilled statewide.
The amount disposed in 2005 declined by 1.9 percent
from the previous year. Almost 9.1 million gate cubic yards of
wastes were landfilled in the Metropolitan East St. Louis area in
2005. Figures differed by 175,068 gate cubic yards from year to
year.
The region had one less landfill accepting waste this year.
On Jan. 1, 2006, Region Six landfill capacity increased by almost
33.9 million gate cubic yards, or up 29 percent from the previous
year. Landfill operators in the region reported 17 years of capacity
remaining for waste disposal.
The almost 83.9 million gate cubic yards of capacity reported on
Jan. 1, 2006 by Cottonwood Hills RDF, Marissa, is 55.5 percent of
the landfill capacity available in the region. Roxana Landfill’s 42.5
million gate cubic yards of capacity also added 28 percent capacity.
Together, they encompass 83.5 percent of the available capacity in
the region.

Construction of new cells permitted at all six landfills
All six landfills applied for and received permits to construct new
cells or areas during 2003 to early 2006. More details about these
developments are found on the landfill specification pages that
follow this regional overview.
Expansion permits are approved at two landfills
The Illinois EPA approved on Oct. 16, 2003, a 4.75 million cubic
yard vertical expansion at Milam RDF, East St. Louis. At the same
site, its Phase IV Northeast expansion received approval on Jan. 26,
2004; and Phase V Northwest area changes received approval on
Jan. 5, 2005.
On June 6, 2005, at Roxana Landfill Authority, Roxana, a 99.49
acre horizontal and a 20.5 million cubic yards airspace vertical
expansion received Illinois EPA approval. Additionally, Cells 2A
and 3A (10 ac.) were approved on May 18, 2006.
Two landfills rank in top 10 in waste receipts
Roxana Landfill Inc. also had the distinction of ranking fourth in the
state in quantities of all the municipal waste disposed during 2005,
and Milam RDF ranked fifth. These two landfills accepted 79.4
percent of the waste that was landfilled in the region.

More than half of wastes disposed came from four other
states
Salem Municipal Landfill #2 was the only active facility in the
region that did not accept out-of-state waste. Of the total waste
accepted by four landfills, almost 4.8 million cubic yards originated
elsewhere.
Region 6 sites received 53 percent of its waste from these four
states: Arkansas, Kansas, Kentucky and Missouri.
Which landfills accepted from other states and its percentage
include: Cottonwood Hills (76 percent); Milam RDF (56 percent),
Roxana Landfill Inc. (46 percent), and Bond County Landfill (one
percent).
Madison and St. Clair counties also conduct inspections
The Illinois EPA has delegated inspection authority to the Madison
County Planning and Development Department and the St. Clair
County Health Department.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise be performed by the Illinois EPA’s
Collinsville field office: investigating and enforcing suspected
violations of land pollution laws and reports of open dumping, and
inspecting landfills, transfer stations and compost facilities
permitted through the Agency’s Bureau of Land.
(Inspections also include nonhazardous industrial waste landfills, or
monofills, and landfills that closed prior to 2003; these facilities are
not included in this report.)
Both Madison and St. Clair Counties have two active landfills each.
Both counties also have compost facilities, but only Madison
County has transfer stations (four).
Five transfer stations were open, and two voluntarily
reported
Two of the five transfer stations in Region Six voluntarily reported
that 28,596 tons were transferred during 2005. The amount of waste
transferred by these facilities is underrepresented, because three
others did not report.

BFI Modern Landfill Compost Facility Site #2 is State’s
second largest
St. Louis Composting, Belleville’s only compost facility, accepted
57,074 tons of landscape waste in 2005. It accepted 2,748 less tons
than first-ranked Thelen Sand and Gravel Site #1, Antioch. The two
sites together handled 29.7 percent of the amount that was
composted in Illinois during 2005.
Six compost facilities in the region processed 104,468 gate tons of
landscape waste in 2005. The region’s sites handled 26.5 percent of
the total landscape waste received for composting in Illinois.
Centralia Landscape and Waste Recycling, Centralia, closed on
Nov. 5, 2004, and was certified closed on Jan. 11, 2005. A new
compost site opened at the landfill in Marissa in 2005.
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the City of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal waste by the end
of the third year of the program and 25
percent of municipal waste by the end
of the fifth year, depending upon the
availability of markets.
Every five years, each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by all the Region Six counties:
Bond, Madison, Monroe, St. Clair and
Washington counties have also
completed ten year plan updates.
Monroe County also has completed its
15 year plan update.

Multiple year recycling rates average 29.1 percent
Each year, the Illinois EPA seeks recycling and waste generation
data from county recycling coordinators. Four of the nine counties
in the region voluntarily responded to the recycling survey in 2005,
a 44 percent response rate.
Recycling rates in Region Six ranged from 2.1 percent to 35.2
percent. The regional average recycling rate was 29.1 percent.
