Region Two: Chicago Metropolitan
The separate panels of a flexible membrane liner are joined using a continuous seam welder.
This device fuses the panels together with two parallel seams. This creates the channel that is
later used to test the welds using air pressure.
T HE VOLUME OF SOLID WASTE BURIED IN REGION TWO IN 2005
declined by 2.8 percent from the previous year. The region’s
landfills received over 11.6 million gate cubic yards of waste
(about 3.5 million gate tons) — which amounted to 22 percent of all
waste landfilled in Illinois that year.
Significantly, 45.6 percent (almost 5.3 million cubic yards) of waste
accepted locally was deposited in two landfills: Onyx Zion Landfill,
Zion, ranked sixth of all landfills in the State; and Settler’s Hill
Recycling and Disposal Facility (RDF), Batavia, ranked seventh.
These landfills each accepted between 2.4 and 2.8 million gate cubic
yards of waste for disposal in 2005. Two other landfills in the region
rank 8th and 9th in terms of waste received.
The newest landfill, Prairie View RDF, Wilmington, was under
development by 2003. It was approved to operate on Jan. 16, 2004,
and Phase 1A South (8.06 ac.) opened three days later. On Mar. 3,
2004, Phase 1 B South (5.76 ac.) opened. Waste receipts at this site
are limited to coming from Will County only. Fifty-Six (56) percent
of the capacity available is located at this landfill which ranked fifth
in the State, in terms of available capacity.
For the region, nine years of capacity remain, based upon current
waste disposal rates.
On Jan. 1, 2005, the Chicago Metropolitan Region had 130.1
million gate cubic yards of available landfill space. By Jan. 1, 2006,
that capacity had decreased 17 percent. The capacity available was
down by 22.1 million gate cubic yards.
The region will have even fewer landfills in the coming years. One
landfill, Kankakee RDF, Chebanse, closed in November, 2005. Ten
landfills remained open into 2006.
However, two landfills plan to close prior to December 31, 2006.
CID RDF (Calumet City/Chicago) is nearing closure. This site and
Settler’s Hill RDF will close by Dec. 31, 2006.
To buffer this need for more landfill space, more transfer stations
were permitted to open in the Chicago Metropolitan area. Cook and
DuPage Counties additionally have construction and demolition
debris recycling centers/transfer stations that are not required to
have state permits, although local zoning requirements need to be
followed.
Local solid waste coordinators have provided model recycling
programs for their citizens. They also continually kept their citizens
informed during a garbage hauler labor strike that lasted nine days
in October, 2003 that affected both commercial and residential
sectors in the Chicago Metropolitan area.

Garbage Hauler’s Strike: 2003
In October, 2003, national newspapers
and on-line internet news services
reported daily on a nine day strike by
personnel employed by private waste
companies regarding wages and
benefits. The strike affected
approximately eight million people in the
Chicago metropolitan area.
Commercial businesses reported over-flowing
trash bins. Transfer station
operators reported over-flowing staging
areas; and some of the landfills as far
away as Pontiac, Illinois, reportedly
closed for a short period of time.
Local solid waste coordinators answered
many calls from citizens about garbage
pick-up schedules. Inspectors at Chicago
Department of Environment and Illinois
EPA’s Des Plaines Regional Office were
available to provide guidance to ensure
that problems were minimized.
Most transfer stations within Chicago’s
city limits are open 24 hours per day, and
resumed multi-shift operations at 6 p.m.
on the ninth day after an agreement was
reached.

Chicago’s Solid Waste Management Plan and Updates
The City of Chicago adopted a solid waste management plan in
1992 that established a four point waste management strategy
including: source reduction; recycling, reuse and composting;
combustion with energy recovery; and disposal in landfill facilities.
They recognize that not all waste can be eliminated; recycling and
composting have environmental impacts; combustion has attractive
features but its resultant ash may require special disposal. In its five
year plan update, the City had eliminated combustion as a preferred
method of waste disposal.
In 1995, the city implemented a bold program for recycling by
co-collection of recyclables with waste and processing at three
Material Recovery and Recycling Facilities (MRRF’s) (pp. R2.21,
R2.58, R2.64).
The city conducts two household hazardous waste and tire
collection days along with an electronic collection day. The Mayor’s
Office for Green Technologies investigates additional energy saving
and recycling initiatives. Other departments involved in waste
management are the Department of Environment; Department of
Purchases and Contracts that oversees vendor use of recycled
products; Department of Transportation uses re-ground asphalt in
road beds; and General Services installs energy-saving light fixtures
in city buildings.
The City Council committee on Energy, Environmental Protection
and Public Utilities monitors programs and produces legislative
initiatives to accomplish the goals of the City’s plan.
The city is examining new initiatives including brightly colored
stickers on garbage bags containing recyclables, blue shopping bags
provided by Dominicks and Walgreens, neighborhood recycling
grants, and equipment and procedures that could improve both the
blue bag recycling program and assist the city in the event of
another strike by commercial waste haulers, such as the one that
occurred in October, 2003 (see side bar on p. R2.1).
Citizens are encouraged to phone the city of Chicago’s recycling hot
line with questions or comments about all areas of waste disposal
and recycling. In 2003, the city received and responded to over
2,300 public inquiries.
The City’s ten year plan update was written in March 2006. More
initiatives that reduce, reuse and recycle waste will be aimed at
improving and expanding current programs. One goal is to establish
a permanent household hazardous waste collection site and
electronics recycling drop-off program, that help create skilled jobs
promoting the City’s local economy.

Illinois EPA issues operating
permit for Will County
Landfill
Facility is located within the former Joliet

Former Illinois EPA Director Renee
Cipriano announced that the Agency had
issued a landfill operating permit on Jan.
16, 2004 to Prairie View Recycling and
Disposal Facility, which is owned by Will
County and will be operated by Waste
Management of Illinois Inc.
The landfill is situated on an approximately
455-acre parcel within the former Joliet
Army Ammunition Plant property, near
Wilmington. The approved plans will allow
the landfill to accept municipal waste and
nonhazardous special waste for disposal
and will have a waste “footprint” of
approximately 223 acres, with a total waste
volume of over 30 million cubic yards.
“The economic benefit of constructing and
operating this facility will be important to
the community,” said Cipriano. “In addition
to the over 100 construction jobs it will
provide, and ultimately up to a dozen
employees, the county and communities
will reap the benefits from their share of the
tipping fees paid to the facility for disposal.”
Specifically, this permit will allow waste
disposal in an eight-acre cell. Additional
cells are expected to be added, as disposal
needs mandate. The design of this facility
should allow it to operate for 23 years.
Proper closure and long-term monitoring
requirements are also incorporated into the
permit conditions. The Illinois EPA
DesPlaines Regional Office inspected
construction activities to ensure
compliance with the development permit
issued by the Illinois EPA in Nov. 24, 2003.
The Joliet Arsenal produced explosives
and munitions for the Army, and was a
major employer in the area during World
War II and the Korean and Vietnam
conflicts.
The landfill is mandated by the federal
government to accept nonhazardous waste
from the former Arsenal at no charge from
the properties owned by the Army,
Veteran’s Cemetery and the Midewin
National Tallgrass Prairie.

Solid waste transfer stations vital to Region Two
Region Two is home to 70 of the state’s 102 active transfer stations.
Cook County has 47 (that figure includes 15 sites in the City of
Chicago); Will and Lake Counties each have six; Kane County has
four; Kankakee and DuPage counties have two each and McHenry
County has one.
Transfer stations consolidate locally collected waste for efficient
shipment to distant landfills. Some transfer stations separate and
remove recyclables from the municipal waste stream. Transfer
stations handling only landscape waste, with transfer in less than 24
hours, are included in the list of Agency-permitted sites.
The region’s transfer stations are noted in the map on page R2.0,
and in the table on pages R2.5 and R2.6. Some of Region Two’s
transfer stations handled more waste than the state’s busiest
landfills. Therefore 4.8 million tons transferred is an estimate,
because less than half of them voluntarily reported. We know they
are active because field staff inspect their operations regularly.

Disposal (Municipal Waste) Management Systems Inc., DesPlaines,
ceased accepting waste Nov. 3, 2005, certified closed Jan. 27, 2006;
Greenwood Development, Maywood; and Oak Forest Public Works
Department (LSW only) all opened transfer stations in May 2003.
Will County also had two new landscape waste transfer stations in
Romeoville (Land & Lakes/Willow Ranch and Willow Ranch
Composting Inc.) which both opened in May 2003. Rocks Ann
Trucking, Waukegan, opened a transfer station in Lake County in
June 2003, although the operator changed in 2005 to READCO
LLC.
New sites open in May, July and December 2004
Land & Lakes/Wheeling LSW Transfer Station opened in Deerfield
in May 2004. Marengo Disposal Company (MDC) opened a
landscape waste (LSW) transfer facility at the Meyer Material
Company property in McHenry in July 2004. Star Disposal LSW
Transfer Station, Park Ridge, opened in December 2004.
New sites open in October and November 2005
Batavia Transfer Station (Kane County) opened in Batavia on Nov.

Six agencies hold delegation
agreements
The Illinois EPA has delegated inspection
authority to the following agencies in
Region Two:
• Chicago Department of Environment
• DuPage County Dept. of Economic
Development and Planning
• Kankakee County Planning Dept.
• Lake County Health Department and
Community Health Center
• McHenry County Health Department
• Will County Land Use Dept., Waste
Services Division
Delegation agreements authorize these
agencies to conduct many of the duties that
would otherwise have to be performed by
the Illinois EPA DesPlaines field office:
investigating and enforcing suspected
violations of land pollution laws and
regulations and reports of open dumping,
and inspecting landfills, transfer stations
and compost facilities permitted through
the Agency’s Bureau of Land. (Inspections
also include nonhazardous industrial waste
landfills, or monofills, and landfills that
closed prior to 2003; these facilities are not
included in this report.)
DuPage County inspects two transfer
stations. Kankakee County inspects one
inactive landfill, two transfer stations and
two compost facilities.
Lake County inspects two active landfills,
six transfer stations, and six compost
facilities. McHenry County inspects one
transfer station and two active compost
facilities. Will County inspects two active
landfills, six active transfer stations, and
three compost facilities. Chicago
Department of Environment is responsible
for inspecting 13 transfer stations. The
Agency’s Des Plaines office inspects the
hazardous waste landfill CID RDF,
Calumet City, and landfills, transfer
stations and compost sites in Cook,
Grundy, Kane and Kendall counties and
sites owned/operated by the city of
Chicago and Will County.

More than 198,000 tons of landscape waste composted
The tonnage accepted by compost sites in Region 2, 198,408 tons, is
equivalent to 50 percent of total landscape waste composted in the
State at all permitted facilities.
Three of the Region’s compost sites show up in the top five of all of
the State’s compost facilities. Thelen Sand and Gravel #1, Antioch,
was first; Green Organics, Bristol, was fourth; and Joyce Farms
Recycling Inc., Essex, was fifth. A new compost site called Midwest
Organics Recycling opened in McHenry on Sept. 6, 2005.
Christiansen Farms was permitted as a compost site on March 6,
2006.

Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the City of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal waste by the end
of the third year of the program and 25
percent of municipal waste by the end
of the fifth year, depending upon the
availability of markets.
Every five years, each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by all. City of Chicago,
DuPage, Grundy, Kane, Kendall, Lake,
McHenry and Will Counties have
completed ten year plan updates. Lake
County has also completed its 15 year
plan update.

Recycling rates ranged from 11.2 to 52.1 percent
The Agency does not regulate recycling; however, it does survey
recycling coordinators statewide. Coordinators in Region Two
reported recycling rates ranging from 11.2 to 52.1 percent, giving
the region an average recycling rate of 40.8 percent.
Seven counties (Grundy, Kane, Kankakee, Kendall, Lake, McHenry
and Will) have passed ordinances in support of recycling in
residential and/or commercial sectors. In Cook County, Chicago and
West Cook County Solid Waste Agency have passed similar
ordinances in support of recycling.
