North Wamac SD 186 – Clinton (SD 54/HD 107) / Expiration: 2010-11 school year
WM100-5576 – Waiver of School Code (Section 17-1.5) request to allow the district to waive the limitation of administrative costs due to circumstances beyond its control. The superintendent’s salary has been allocated among three sections of the budget, with health insurance being charged to the principal category, since the superintendent also serves as the principal. With the addition of the superintendent’s family to his health insurance, the resulting balance in the principal category was negative. To correct this issue, insurance charges were reallocated to the superintendent category. The resulting increase in amount for that category caused the district’s administrative costs to exceed the 5 percent limitation.

In prior years, the district employed an administrator to act as superintendent and principal. The administrative team was restructured in FY 2011 and the district now employs two full-time administrators to cover these functions. These full-time positions caused the district’s administrative costs to exceed the 5 percent limitation.
Lincolnshire – Prairie View SD 103 – Lake (SD 30/HD 59) / Expiration: 2011-12 school year
WM100-5599 – Waiver of School Code (Section 17-1.5) request to allow the district to waive the limitation of administrative costs due to circumstances beyond its control. An audit of the district’s budgeting for FY 2010 recommended that all revenues and expenditures be aligned with the Illinois Program Accounting Manual. As a result of these findings, several expenditures previously charged to instructional or board functions were reassigned to administrative categories. The resulting one-time increases to administrative functions caused the district’s administrative costs to exceed the 5 percent limitation.
