S OF JAN. 1, 2000, THE REGION’ S FIVE LANDFILLS
reported a total capacity explosion of 159.3 percent. The
available capacity of 130.6 million gate cubic yards recorded
for that date was 80.2 million gate cubic yards more than the volume
reported one year earlier. This was the highest capacity increase and
the only region to report an increase this year.
Included in these capacity figures is almost 83.6 million gate cubic
yards reported by Cottonwood Hills RDF, Marissa, a facility that had
not yet opened as of Jan. 1, 2000.
Sharper focus
Other percentages help bring this snapshot into sharper focus. Region
Six, as of Jan. 1, 2000, contributed 16.5 percent of the State’s
available landfill capacity. During 1999, these facilities absorbed
12.9 percent of solid wastes landfilled statewide.
The more than 6.5 million gate cubic yards of wastes landfilled in the
Region in 1998 were less than 165 thousand gate cubic yards, or 2.6
percent more than the previous year.

New landfill being developed in St. Clair County
The region’s capacity received an enormous boost when Cottonwood
Hills Recycling and Disposal Facility (RDF), near Marissa, began
accepting wastes, and became number 2 in the state in terms of
capacity. The facility occupies a total area of 437 acres and is
seeking, initially, a permitted disposal area of 206 acres, and a design
airspace capacity of 42 million cubic yards. Airspace is the bubble
that will be filled by wastes, by daily cover (soil or alternative
materials spread atop the wastes at the end of each working day) and,
finally, by the landfill’s final clay and topsoil cap.
Cottonwood Hills will be about 3 1/2 times larger than BFI Modern
Landfill, in Belleville, which closed in 1997, but only about half the
size of the proposed Spoon Ridge Landfill expansion in Region
Three.
These two landfills are #1 and #2 in terms of capacity, although their
capacity was inaccessible as of Jan. 1, 2000.
Greater than half of wastes came from out of state
Salem Municipal Landfill #2 was the only active facility in the region
that did not accept out-of-state wastes. Other landfills thrived on
them. Of total wastes accepted in the Region Six, 3.5 million cubic
yards, or 53.5 percent, originated elsewhere.

Fully 74 percent of wastes interred in 1999 at South Chain of Rocks
RDF, Granite City came from out-of-state; and at Milam RDF, East
St. Louis it was 60 percent.
Milam RDF had the distinction of ranking fourth in the state in
quantities of wastes disposed during 1999, and thirteenth in available
capacity as of Jan. 1, 2000.
Madison and St. Clair counties conduct inspections
The Illinois EPA has delegated inspection authority to the Madison
County Environmental Department and the St. Clair County Health
Department.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise be performed by the Illinois EPA
field office: investigating and enforcing suspected violations of land
pollution laws and reports of open dumping, and inspecting landfills,
transfer stations and compost facilities permitted through the
Agency’s Bureau of Land.
(Inspections also include industrial landfills, or monofills, and
landfills that closed prior to 1997; these facilities are not included in
this report.)
Madison County has two landfills, and St. Clair has three — one
active, one that closed in 1997, and one that opened in November
2000. Both counties have two compost facilities each, but only
Madison County has transfer stations (three).

None of the transfer stations in Region Six voluntarily reported the
amount of wastes handled during 1999, so the amount of waste
transferred by these facilities is unknown.

Composting followed familiar pattern
Seven compost facilities processed more than 80,000 tons of
landscape wastes, an amount equal to about one percent of all wastes
disposed in Region Six.

Typically, one facility tends to dominate composting activities. In
this case, BFI Modern Landfill’s site in Belleville composted 60
percent of the region’s landscape wastes.

Recycling rates varied from one to 62 percent
The Illinois EPA encourages but does not regulate recycling, and is
not obligated to collect and report recycling data; it does, however, as
a public service, seek this information from county recycling
coordinators. Two counties did not respond to the recycling survey.
Recycling rates in Region Six ranged from a low of one percent to a
high of 62 percent. The regional average recycling rate was 35
percent.

Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act required all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling
as program options.
The law requires each plan to include
a program designed to recycle 15
percent of municipal wastes by the
end of the third year of the program
and 25 percent of municipal wastes by
the end of the fifth year, depending
upon the availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by Fayette, Madison, Monroe,
and St. Clair Counties.
