RE GION SEVEN’ S FOUR ACTIVE LANDFILLS ACCEPTED
almost 1.7 million gate cubic yards of wastes during 2002.
This volume was down 14.8 percent, or about 295.2
thousand gate cubic yards less than 2001’s total.
In terms of municipal wastes landfilled statewide, Region Seven
received the least: 3.1 percent of 2002’s total volume. Regions Two
(Chicago Metropolitan) and Four (East Central Illinois) took in the
most: 25.6 and 25.3 percent, respectfully.
Southern Illinois Regional Landfill, near DeSoto, moved up from
12th place in 2001 to 11th place in 2002, and accounted for nearly
66 percent of the wastes landfilled in the region during the year.
Of the more than 1.1 million gate cubic yards of wastes received by
Southern Illinois Regional Landfill in 2002, almost 357 thousand
gate cubic yards, or 32 percent, came from Kentucky and Missouri.
Lawrence County Regional Landfill, Sumner, accepted about 20
percent of its wastes in 2002 from Indiana. The regional percentage
of such wastes is 24.2 percent, considerably less than Region Six
(Metropolitan East St. Louis), where out-of-state wastes comprised
50.8 percent of total wastes landfilled. The state-wide average is ten
percent.

Capacity almost doubles
As of Jan. 1, 2003, the Region’s landfills reported a total capacity of
46.0 million gate cubic yards, virtually doubling the regional
capacity (22.1 million gate cubic yards more than what was reported
on Jan. 1, 2002).
Lawrence County Regional Landfill added a new cell on Nov. 26,
2002 through Permit Modification #11.
New landfills proposed in Perry and Saline Counties
The need for capacity in Region Seven will be eased in the coming
years by the opening of two landfills: West End Disposal Facility,
Galatia, in October 2002 and Perry Ridge Landfill in DuQuoin.
West End Disposal Facility expects to operate for 40 years. The
landfill has an initial design capacity of 14.5 million airspace cubic
yards. The site was permitted to operate on Oct. 24, 2002.
Perry Ridge Landfill expects to operate for 20 years. This landfill
has an initial design capacity of 14.9 million airspace cubic yards. It
proposes to open in late 2003.
New capacity proposed
Saline County Landfill has been inactive since the beginning of
2003. It and Southern Illinois Regional Landfill both plan to expand.
In addition, a permit application for a new landfill in Williamson
County, named Marion Ridge, has been submitted to Illinois EPA
for consideration.

County agencies inspect facilities; investigate dumping
The Illinois EPA has delegated inspection authority to health
departments in Jackson, Perry and Wayne counties. A multiple
county delegated agent is Ambraw Valley Solid Waste Agency, on
board in August 1999, inspecting Lawrence County Regional
Landfill and several closed sites in Crawford, Lawrence and
Richland counties.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA field office: investigating and enforcing suspected violations of
land pollution laws and reports of open dumping, and inspecting
landfills, transfer stations and compost facilities permitted through
the Agency’s Bureau of Land. (Inspections also include industrial
landfills, or monofills, and landfills that closed prior to 2000; none
of which are included in this report.)
Transfer station’s activity is underrepresented
In 2003, even though active transfer stations number only three,
they nevertheless play an important role in such a large region
having so few landfills. During 2002, two of the three facilities
voluntarily reported handling nearly 60,000 tons of municipal
wastes, an amount equal to about 3.4 percent of wastes landfilled in
Region Seven that year. But since reporting is voluntary, the actual
amount of wastes received at one facility in 2002 is unknown.

New Earth: Region Seven’s only compost site
The Region’s one compost facility reported handling less than 1,059
tons of landscape waste, which is negligible compared to the
municipal wastes that entered Region Seven’s landfills in 2002, and
17.7 percent less than amount accepted the year before.
Ashalex Recycling Compost Site is under development as of April

Average recycling rate is 13.8 percent
The Agency does not regulate recycling nor does it possess any
mechanism to compel county recycling coordinators to respond to
Agency surveys seeking current recycling rates, or otherwise attest
to the viability of local recycling programs.
Recycling rates in Southern Illinois were the lowest of all seven
regions, probably because of inaccessible markets for recycled
materials. Rates ranged from less than one to a high of 35 percent,
yielding a multi-year average of 13.8 percent.
Five of 22 counties in the region offered data for 2002. The average
recycling rate for counties reporting 2002 data was 19.2 percent, 5.9
percent above the region’s multi-year average. u
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal wastes by the end
of the third year of the program and 25
percent of municipal wastes by the end
of the fifth year, depending upon the
availability of markets.
Every five years, each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by Clay, Edwards, Franklin,
Gallatin, Hardin, Jackson, Jefferson,
Lawrence, Massac, Perry, Richland,
Saline, Union, Wabash, Wayne, and
White Counties.
No ten year plan updates have been
completed.
