THREE YEARS AGO, ON JAN. 1, 2000, REGION SIX
landfills reported a total capacity explosion of 159.3
percent over the previous year, because of the opening of
Cottonwood Hills Recycling and Disposal Facility, Marissa. The
available capacity of 130.6 million gate cubic yards was the highest
capacity increase of any region recorded at the beginning of 2001.
On Jan. 1, 2003, the capacity dropped just 3.2 percent, in the
amount of 3.7 million gate cubic yards from the previous year.
The 82.7 million gate cubic yards reported on Jan. 1, 2003 by
Cottonwood Hills RDF, Marissa is 73.6 percent of the landfill
capacity available in the Region. On the lower end, South Chain of
Rocks RDF-Phase 2, is nearing closure, but is not closed yet.
During 2002, the six Metropolitan East St. Louis facilities received
14.9 percent of solid wastes landfilled statewide, but the amount
disposed in 2002 increased 31.5 percent from the previous year.
Almost 8.2 million gate cubic yards of wastes were landfilled in the
Metropolitan East St. Louis area in 2002. Figures differed by two
million gate cubic yards year to year, raising the figure 31.5 percent.

New landfill opened in St. Clair County in 2000
The Region’s capacity received an enormous boost when
Cottonwood Hills Recycling and Disposal Facility (RDF), near
Marissa, began accepting wastes, and became number two in the
state in terms of capacity. The facility occupies a total area of 437
acres and has a permitted disposal area of 206 acres, and a design
airspace capacity of 39.3 million cubic yards. Airspace is the area
that will be filled by wastes, by daily cover (soil or alternative
materials spread atop the wastes at the end of each working day)
and, finally, by the landfill’s final clay and topsoil cap.
Expansion permits pending
Roxana Landfill Authority, Roxana, submitted in February 2003 a
permit application for horizontal and vertical expansion. This effort
is still under Agency review. New cells have opened in 2002-2003.
Owners of Milam RDF, East St. Louis, report an additional 4.75
million cubic yards expansion proposal, pending Illinois EPA
approval expected in Fall of 2003.
Greater than half of wastes came from out of state
Salem Municipal Landfill #2 was the only active facility in the
region that did not accept out-of-state wastes. Of total wastes
accepted in Region Six, 4.1 million cubic yards, or 50.8 percent,
originated elsewhere, indicating the region’s close proximity to the
Missouri border and the city of St. Louis.

Fully 80 percent of wastes interred in 2002 at Cottonwood Hills
RDF, Marissa came from out-of-state sources. The percentage of
out-of-state waste disposed at South Chain of Rocks RDF, Granite
City was 67.
Milam RDF had the distinction of ranking 4th in the state in
quantities of wastes disposed during 2002, and Roxana Landfill
Authority, Roxana, ranked 6th. South Chain of Rocks RDF ranked
number 48 of 51 landfills in terms of waste accepted, as it neared
closure.
Madison and St. Clair counties conduct inspections
The Illinois EPA has delegated inspection authority to the Madison
County Planning and Development Department and the St. Clair
County Health Department.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise be performed by the Illinois EPA
field office: investigating and enforcing suspected violations of land
pollution laws and reports of open dumping, and inspecting
landfills, transfer stations and compost facilities permitted through
the Agency’s Bureau of Land.
(Inspections also include industrial landfills, or monofills, and
landfills that closed prior to 2000; these facilitie s are not included in
this report.)
Both Madison and St. Clair Counties have two active landfills each.
Both counties also have compost facilities, but only Madison
County has transfer stations (three).
Six transfer stations were open for business, but only two
voluntarily reported
Only two of the five transfer stations in Region Six voluntarily
reported 73,606 tons handled during 2002. The amount of waste
transferred by these facilities is underrepresented.

Five active compost facilities processed more than 34,000 gate tons
of landscape wastes, an amount equal to about 1.3 percent of all
wastes landfilled in Region Six.
Milan RDF Compost Site accepted the most landscape waste in the
region, 65.7 percent of the total.
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal wastes by the end
of the third year of the program and 25
percent of municipal wastes by the end
of the fifth year, depending upon the
availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by all the Region Six counties.
Additionally, Madison, Monroe and St.
Clair counties have also completed ten
year plan updates.

Recycling rates varied from less than one to 40.5 percent
The Illinois EPA encourages but does not regulate recycling, and is
not obligated to collect and report recycling data; it does, however,
as a public service, seek this information from county recycling
coordinators. Seven counties did not voluntarily respond to the
recycling survey in 2002.
Recycling rates in Region Six ranged from a low of less than one
percent to a high of 40.5 percent. The regional average recycling
rate was 29.6 percent. u
