TWO NEW LANDFILLS DEVELOPED SINCE 1996 IN REGION ONE SHOW
up in the top six ranking of all the State’s landfills in terms of
waste receipts. Onyx Orchard Hills Landfill, Davis Junction,
ranks second in the state accepting 4.4 million gate cubic yards; Lee
County Landfill, Dixon, is fifth with 3.4 million gate cubic yards
received.
Region One’s eight active facilities received more than 11.2 million
gate cubic yards of wastes in 2002 — or 709 thousand gate cubic
yards more than in 2001, a 6.7 percent increase.
Newer facilities accept some out-of-state wastes
Prairie Hill Recycling & Disposal Facility, Morrison, reports
accepting nine percent of its waste from Iowa. Lee County Landfill
accepted three percent from Iowa and Wisconsin. Onyx Orchard
Hills Landfill accepted less than one percent of its waste from
Wisconsin.
Most importing states share borders with the State of Illinois. Iowa
sent Illinois 15.1 percent of the more than 5.8 million gate cubic
yards received from other states in 2002. Wisconsin only sent
Illinois landfills 3.4 percent of their waste. Waste imports from
Missouri boosted the total of waste received from other states. More
than 78.5 percent of the waste imports to Illinois came from
Missouri in 2002.

Capacity decreased just under two percent as of Jan. 1,
2003
This region is second in the state, behind Peoria Quad Cities
(Region Three), in remaining capacity. Onyx Orchard Hills Landfill
reported 56.2 million gate cubic yards of space available as of Jan.
1, 2003, making it third in the state in capacity ranking on that date
and second in waste receipts. Close behind is Prairie Hill RDF with
50 million gate cubic yards, which ranks fourth, in capacity
remaining; opened a six acre cell (Phase 2, Cell 2) on July 20, 2000.
Total capacity for the Region’s eight landfills, reporting on Jan. 1,
2003, was almost 159 million gate cubic yards, which is 2.9 million
gate cubic yards less than the amount reported on Jan. 1, 2002, only
a 1.8 percent decline.
Three landfills opening in the past five years help boost the
State’s capacity; one landfill closed in April 2003
Onyx Orchard Hills Landfill began taking wastes on Jan. 13, 1998.
Later in November 1998, LandComp Landfill, Ottawa, opened. Lee
County Landfill also opened at that time.
Most of these relatively newer landfills show up in the top five
listing in terms of capacity remainin g at the State’s landfills as of
Jan. 1, 2003.
Freeport Municipal Landfill #4, Freeport which ceased accepting
waste in spring of 2003, shows up second from the bottom in terms
of capacity remaining or available.
Winnebago Reclamation Services, Rockford and Onyx/Orchard
Hills Landfill will expand if Illinois EPA approves permit
applications.

Closures
Lee County Landfill received an Agency permit allowing its owners
to begin construction in the summer of 1998 and started accepting
wastes by November 1998. This facility replaced Dixon/GROP
Landfill #2, which was filled to capacity in December 1998.
Freeport Municipal Landfill #4 anticipated reaching capacity and
closing by the end of 2002, but was still active into early spring
2003. The other seven landfills remained open past 2002.
Delegated inspections in LaSalle and Ogle counties
The Illinois EPA delegated inspection authority to the LaSalle
County Department of Environmental Services and Development
and to the Ogle County Solid Waste Management Department.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA field office: investigating and enforcing suspected violations of
land pollution laws and reports of open dumping, also inspecting
landfills, transfer stations and compost facilities permitted through
the Agency’s Bureau of Land. (Inspections also include industrial
landfills, or monofills, and landfills that closed prior to 2000; these
facilities are not included in this report.)
Rockford dominated regional transfer station activity
An Agency voluntary survey determined Region One’s transfer
stations handled more than 128,000 gate tons of municipal wastes in
2002, an amount equivalent to one percent of the wastes landfilled
in the region. Of those voluntarily reporting, Waste Management/
Rockford processed 55.3 percent of the regional total.
Lee County Landfill Landscape Waste Transfer Facility, Dixon, was
newly permitted as of April 26, 2002 and did not voluntarily report
waste accepted. It was included in the active list of transfer facilities
located in Northwestern Illinois.

Rockford Composting leads in composting
Region One’s six active compost facilities reported processing more
than 45,250 gate tons of landscape wastes in 2002. The two sites
DeKalb County Landfill, DeKalb and Rockford Composting,
Cherry Valley processed 77.2 percent of the region’s total. Dixon/
GROP Landfill #2 compost site was closed in 2002. Lee County
Landfill, Dixon was issued a permit in April 2002 to operate a
landscape waste transfer station, replacing the compost site. Several
permits were renewed in 2002 and 2003.
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal wastes by the end
of the third year of the program and 25
percent of municipal wastes by the end
of the fifth year (1996), depending
upon the availability of markets.
Every five years, each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by all counties in Region One.
Ten year plan updates have also been
adopted by LaSalle, Whiteside and
Winnebago counties.

Average regional recycling rate remains healthy
The Agency does not regulate recycling nor is it required to obtain
statistics. Nevertheless, as a public service, the Agency sought this
information from county recycling coordinators, who reported
recycling rates ranging from 3.3 to 59.8 percent.
Region One’s overall recycling rate of 27.5 percent is a multi-year
average rather than an average for 2002, because seven counties did
not report new data in 2002 (see Appendix M for more details). u
