Region One: Northwestern Illinois
This photo shows the initial placement of granular material for the drainage blanket of the
leachate collection system at Veolia ES Orchard Hills, Davis Junction. This system acts like a
reverse septic tank. Liquid is collected from the surrounding environment. The porous material
transports it to perforated lines, then back to a leachate collection tank.

LL SEVEN LANDFILLS IN NORTHWESTERN ILLINOIS REGION
remained open into 2007. Three landfills in region one
show up in the top ten ranking of all the State’s landfills in
terms of waste receipts in 2006. Veolia ES Orchard Hills Landfill
Inc., Davis Junction, ranks first in the state by accepting almost 6.6
million gate cubic yards; Lee County Landfill Inc., Dixon, is fifth
with almost 3.1 million gate cubic yards; and Winnebago Landfill,
Rockford, is seventh with more than 2.6 million gate cubic yards
received.
Region One’s seven active facilities received more than 14.6 million
gate cubic yards of waste in 2006. These three top-ranked landfills
mentioned above helped raise the waste receipts 1.7 million gate
cubic yards more than the year before. The increase in waste
receipts year to year amounted to 13 percent.
Chicago’s waste needs a place to go
Cook County (County Seat: Chicago) has only three landfills for
waste disposal in 2007 and beyond, two of which are nearing
closure: (CID RDF and Congress Development Company) as well
as River Bend Prairie Landfill, Dolton. Therefore, the 52 transfer
stations in Cook County have been consolidating wastes into semi
trucks that are transporting wastes to landfills in Northwestern and
Central Illinois for some time now.
The East-West tollway I-80 through this area helps the transfer
station operators in the Chicago Area travel the 80 or so miles to
transport waste to landfills in Ogle and Lee counties.
Municipal waste from the Chicago area has also been transported
into adjacent states of Wisconsin and Indiana, probably because of
an increase in State of Illinois fees enacted on July 1, 2003. In
addition, two more Chicago area landfills closed in Kankakee and
Batavia respectively on Nov. 2005 and Dec. 2006. It can be seen on
pg. 5 of the Introduction that Kankakee County, as well as Cook
County, sent a lot of waste to Indiana pollution control facilities.
Wisconsin’s waste receipts from Illinois were not researched.
Lee County Landfill permitted to expand two ways in 2006
Capacity available for waste disposal in the region increased 25.6
percent from 2005 to 2006, by a total of 47.6 million gate cubic
yards.
Part of that increase is due to the operator at Lee County Landfill,
Dixon, receiving approval to expand the landfill both vertically (78
feet) and horizontally (123 acres). This capacity is now considered
to be available and was reported on Jan. 1, 2007 because it was
approved on June 8, 2006.
A new area of 3.2 acres called Phase 2B opened up at DeKalb
County Landfill in 2006 but only DeKalb County waste can be
deposited there. That landfill has 8.5 years of capacity left at the
beginning of 2007. New cells were reported as open at two landfills.
LandComp Landfill also opened a 5.25 acre new area called Cell 2
South to waste disposal in 2006. Cell 16 also opened at Lee County
Landfill in 2006.

City of Rochelle attempts to
expand its landfill
On 10-16-06, a third siting application
was filed with the City of Rochelle for a
landfill expansion. The application was
filed by the City of Rochelle (as owner)
and their consultants. The siting appli-cation
requests an expansion of the
existing 61-acre waste footprint to 111
acres, including a vertical expansion
over the existing site. Siting hearings
were held in January and February
2007. A decision by the City Council
was expected by April 14, 2007.

Sixteen years of capacity remain for region as of Jan. 1, 2007
This region is top in the state, in remaining capacity, with a 22.8
percent capacity share. Veolia ES Orchard Hills Landfill reported
almost 96.3 million gate cubic yards of space available as of Jan. 1,
2007, making it fourth in the state in capacity ranking on that date.
Lee County Landfill Inc. reported the fifth largest capacity, that is
almost 65.2 million gate cubic yards. Prairie Hill RDF, Morrison,
reported more than 45.1 million gate cubic yards of capacity
available and ranks eighth.
Total capacity for the Region’s seven landfills, reporting on Jan. 1,
2007, was over 233.8 million gate cubic yards which provides 16
years of remaining capacity for the region.
Expansions help boost the State’s capacity during 2004, 2005
and 2006
On July 26, 2004, Veolia ES Orchard Hills obtained approval for an
additional 19.6 million cubic yards airspace with its 40.5 foot
vertical expansion and its 76 acre horizontal expansion.
Winnebago Reclamation Services, Rockford, received a permit to
expand vertically and horizontally on April 27, 2004. This
expansion added 1.8 million cubic yards of airspace for waste
disposal at this landfill. Operation of south unit expansion Phase 1
was approved on Dec. 21, 2005.
Lee County Landfill, Dixon, also opened Cells 13 and 14 in
September and October 2004. Vertical (78 feet) and horizontal
expansions (125 acres) at this landfill were approved on June 8,
2006. The latest capacity figure available for that landfill includes
these expansions.

Delegated inspections in LaSalle and Ogle counties
The Illinois EPA delegated inspection authority to the LaSalle
County Department of Environmental Services and Development
and to the Ogle County Solid Waste Management Department.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA field office in Rockford: investigating and reporting suspected
violations of land pollution laws and reports of open dumping, also
inspecting landfills, transfer stations and compost facilities
permitted by the Agency’s Bureau of Land. (Inspections also
include nonhazardous industrial waste landfills, or monofills, and
landfills that closed prior to 2004; facilities not included in this
report.)
Freeport Transfer Station replaces the landfill there
An Agency survey determined Region One’s transfer stations
handled 66,421 gate tons of municipal waste in 2006, an amount
equivalent to almost 1.5 percent of the waste landfilled in the
region.
Of those five voluntarily reporting, MDI Environmental Systems TS
#1, Lanark, reported the most waste accepted; 35,674 tons. Second
ranked Freeport Transfer Station was only open during the second
half of the calendar year, yet it accepted 14,580 tons of municipal
waste during that time.
The City of Freeport reported an increase in illegal dumping after its
city-owned and operated landfill ceased accepting waste on Apr. 5,
2003. The site was certified closed on Mar. 20, 2007. Therefore the
City of Freeport Public Works office decided to open a transfer
station to replace its landfill. The City of Freeport received a permit
to develop the transfer station on Dec. 8, 2004; and the site was
permitted to operate on July 25, 2006.
Three others did not voluntarily report, including last year’s number
one ranked site Waste Management/Rockford.

Region One’s five active compost facilities reported processing
50,790 gate tons of landscape waste in 2006. The top site: Rockford
Composting, Cherry Valley, (ranked sixth in the state) processed
52.6 percent of the region’s total. Freeport Municipal Landfill #4
Compost Facility was certified closed on Jan. 9, 2004.
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal waste by the end
of the third year of the program and 25
percent of municipal waste by the end
of the fifth year (1996), depending
upon the availability of markets.
Every five years, each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The government unit also has
the option of updating its solid waste
generation rate. The plan is then
submitted to the Illinois EPA for review
and comment.
Five year plan updates have been
adopted by all counties in Region One.
Ten year plan updates have also been
adopted by Boone, Carroll, DeKalb,
JoDaviess, LaSalle, Lee, Ogle,
Putnam, Stephenson, Whiteside and
Winnebago counties.
The counties of LaSalle, Whiteside and
Winnebago also completed fifteen year
plan updates.
Average regional recycling rate remains healthy
The Agency does not regulate recycling, nor is the Agency required
to obtain statistics. Nevertheless, as a public service, the Agency
sought this information from county recycling coordinators, who
reported recycling rates ranging from 3.0 to 61.3 percent.
Region One’s overall recycling rate of 26.4 percent is a multi-year
average. Five counties reported new data in 2006. Rankings were
not made, as recycling goals are subject to markets for the
recyclable materials.

Feb., 2007 and a decision by the City Council is due by 4-14-07.
