REGION SEVEN’S FOUR ACTIVE LANDFILLS ACCEPTED
almost 2.0 million gate cubic yards of wastes during 2001.
This volume was up only 2.7 percent, or more than 52,000
gate cubic yards greater than 2000’s total.
In terms of municipal wastes landfilled statewide, Region Seven
received second from last: 3.8 percent of 2001’s total volume.
Region Four (East Central Illinois) took in the most: 26.5 percent.
Southern Illinois Regional Landfill, near DeSoto, dropped from 11th
in 2000 to 12th place in 2001, and accounted for nearly 57 percent of
the wastes landfilled in the region during the year.
Of the more than 1.1 million gate cubic yards of wastes received by
Southern Illinois Regional Landfill in 2001, almost 350,000 gate
cubic yards, or 31 percent, came from Kentucky and Missouri.
Lawrence County Regional Landfill, the region’s newest landfill,
accepted about 24 percent of its wastes in 2001 from Indiana. The
regional percentage of such wastes is 21.4 percent, considerably less
than Region Six (Metropolitan East St. Louis), where out-of-state
wastes comprised 48.8 percent of total wastes landfilled.

As of Jan. 1, 2002, the region’s landfills reported a total capacity of
23.7 million gate cubic yards, for a 6.7 percent decrease in regional
capacity, 1.7 million gate cubic yards less than what was reported
on Jan. 1, 2001.
New landfills proposed in Perry and Saline Counties
The decrease in capacity of 6.7 percent in Region Seven will be
buffered in the coming years by the opening of two landfills
currently under development there. They are West End Disposal
Facility, Galatia and Perry Ridge Landfill in DuQuoin.
The West End Disposal Facility expects to operate for 40 years. The
landfill has an initial design capacity of 14.5 million airspace cubic
yards. The site was permitted to operate on Oct. 24, 2002.
Perry Ridge Landfill expects to operate for 20 years. This landfill
has an initial design capacity of 14.9 million airspace cubic yards.
No near-term landfill closings
As of Jan. 1, 2002, Saline County Landfill’s owners had estimated
less than one year of life remaining. It is accepting less waste at this
time. Saline County Landfill’s permit application for lateral and
vertical expansions is still under review by Illinois EPA as of Sept.
2002.

County agencies inspect facilities; investigate dumping
The Illinois EPA has delegated inspection authority to health
departments in Jackson, Perry and Wayne counties. A newer
delegated agent is Ambraw Valley Solid Waste Agency, on board,
in August 1999, inspecting Lawrence County Regional Landfill and
several closed sites in Lawrence and Richland counties. Saline
County was on board on Mar. 20, 2002, and will inspect West End
Disposal Facility.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA field office: investigating and enforcing suspected violations of
land pollution laws and reports of open dumping, and inspecting
landfills, transfer stations and compost facilities permitted through
the Agency’s Bureau of Land. (Inspections also include industrial
landfills, or monofills, and landfills that closed prior to 1999; non of
which are included in this report.)
Transfer station’s activity is unknown. . .
In 2001, even though active transfer stations number only three,
they nevertheless play an important role in such a large region
having so few landfills. During 1998, three facilities handled nearly
80,000 tons of municipal wastes, an amount equal to about five
percent of wastes landfilled in Region Seven that year. But since
reporting is voluntary, the actual amount of wastes received at each
facility in 2001 is unknown.

New Earth: Region Seven’s only compost site
The region’s sole compost facility reported handling less than 1,300
tons of landscape waste, which is negligible compared to the
municipal wastes that entered Region Seven’s landfills in 2001, but
60 percent more than amount accepted the year before. The
agricultural community manages the majority of landscape waste
here.

Average recycling rate is 13.5 percent
The Agency does not regulate recycling nor does it possess any
mechanism to compel county recycling coordinators to respond to
Agency surveys seeking current recycling rates, or otherwise attest
to the viability of local recycling programs.
Recycling rates in Southern Illinois were the lowest of all seven
regions, probably because of inaccessible markets for recycled
materials. Rates ranged from zero percent to a high of 33.5 percent,
yielding a multiyear average of 13.5 percent.
Fourteen of 22 counties in the region offered data prior to 2001. The
average recycling rate for counties reporting 2001 data was 8.6
percent, 4.9 percent below the region’s multi-year average. !
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal wastes by the end
of the third year of the program and 25
percent of municipal wastes by the end
of the fifth year, depending upon the
availability of markets.
Every five years each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by Edwards, Franklin, Gallatin,
Hardin, Jackson, Jefferson, Lawrence,
Massac, Perry, Richland, Saline,
Union, Wabash, Wayne, and White
Counties.
No ten year plan updates have been
completed.
