M ORE THAN 7.9 MILLION GATE CUBIC YARDS OF WASTE WAS
accepted in eight East Central Illinois landfills during
2007. This figure is down 1.8 million gate cubic yards
from the previous year, a difference of 18.4 percent.
One landfill did not accept any waste during either 2006 or 2007
because it temporarily closed its gates on Apr. 9, 2005. However,
Streator Area Landfill #3, Streator did report capacity as an inactive
landfill.
Livingston Landfill, Pontiac, took in 58 percent of the Region’s
waste receipts, and was second in terms of waste receipts behind
Veolia ES Orchard Hills landfill Inc., Davis Junction. Livingston
Landfill accepted almost 4.6 million gate cubic yards of waste for
disposal. This was the only landfill in the region to appear in the
State’s top 10 list. All of the waste received at Livingston Landfill
was from Illinois.
Waste also received from three other states at three
landfills
Three of the region’s landfills accepted a total of 183,200 cubic
yards of waste from three states besides Illinois. Waste imported
into East Central Illinois region came from Indiana, Iowa and
Missouri. Waste haulers from Indiana sent waste to Brickyard
Disposal and Recycling Inc., Danville and to Illinois Landfill,
Hoopeston. Indiana’s waste amounted to 15 and 33 percent
respectively of the waste received at these two landfills, presumably
because of their proximity to the Illinois-Indiana border.
Clinton Landfill #2, Clinton, in addition to accepting waste from
Indiana, also accepted waste from Iowa and Missouri. However,
out-of-state waste still amounted to less than one percent of Clinton
Landfill’s total waste receipts in 2007.
Available capacity down 2.5 percent
Available capacity reported at nine landfills in the region on Jan. 1,
2008 totaled almost 150.7 million gate cubic yards.
More than 3.9 million gate cubic yards less landfill capacity was
available in East Central Illinois as of Jan. 1, 2008, down 2.5
percent from the previous year. Nineteen years of landfill capacity
remain in the East Central Illinois Region.
Livingston Landfill ranks second in available capacity
Eleven percent of the landfill capacity available in the State is at
Livingston Landfill, which also ranked second in the State’s
capacity rankings.
Further available capacity comes from expansions such as the
vertical one at ADS/McLean County Landfill, Bloomington, that
received an Illinois EPA permit to open on Nov. 16, 2005. An
additional 14.9 acre lateral expansion is now permitted by Illinois
EPA. The design airspace for this site’s lateral expansion would be
1.5 million cubic yards. On Mar. 13, 2007, construction of this area
had begun after receiving Agency approval. Another Illinois EPA
requirement at this landfill was the significant modification to
operate (SMO) permit that was approved on Sept. 14, 2007.

Illinois EPA permit activity for East Central Illinois
Region
Streator Area Landfill #3 became inactive as of Apr. 9, 2005, while
the landfill’s vertical expansion is under construction. The operator
of Streator Area Landfill #3 has submitted to the Agency a permit
application for a horizontal expansion. The application that asks for
4.7 million additional cubic yards air space is currently under
Agency review as of June 30, 2008.
Illinois EPA approved construction plans for new areas at
four landfills
Three landfills had new areas or cells open in 2005. In 2006, new
disposal areas opened at Illinois Landfill in the spring and at
Livingston Landfill in the fall.
New landfill proposed near Clinton
Clinton Landfill #3 is a proposed landfill located near the currently
operating Clinton Landfill #2. Upon receiving Illinois EPA approval
for development, a permit was issued on Mar. 2, 2007.

Two landfills plan to close in 2009
Both Clinton Landfill #2 and ERC Coles County Landfill,
Charleston, plan to close sometime in 2009. In Clinton, after #2
closes, #3 will open. A transfer station is proposed at the landfill
location in Charleston.

Central Waste Services & Recycling leads transfer activity
Five of the Region’s nine active transfer stations (55 percent)
reported the amounts of solid waste accepted in 2007. Therefore, the
figure of 119,871 tons of waste received underrepresents what waste
amount is actually transferred in the region. Eighty-five percent of
waste reported as transferred was managed at one site, Central
Waste Services & Recycling, Urbana.
Eighty-eight percent of composting in region at two sites
The amount of 21,784 gate tons of landscape waste were processed
at four compost facilities in the East Central Illinois Region.
The City of Danville operates the compost site located at Brickyard
Disposal and Recycling facility.

Each year, the Agency attempts to seek current waste generation
and recycling information from recycling coordinators statewide.
In Region Four, seven of 19 county recycling coordinators offered
data for 2007, a 36.8 percent response rate.
Recycling rates in this region range from 1.6 percent to 44.5
percent. The data that is given dates from 1992 to 2007.
The region’s multi-year average recycling rate is 25.4 percent. The
total amount reported as recycled for this region is 246,827 tons.
