Region Three: Peoria/Quad Cities
Concrete push walls and sturdy construction are needed at solid waste transfer stations. High
ceilings allow for the opening of compactor trucks and dump beds within the containment of the
building. This construction is at the new Tazewell Transfer Station, that opened in January 2008.
Landfills, Transfer Stations and Compost Facilities Active and Closed in 2007
E IGHT LANDFILLS IN REGION 3 REPORTED SOME CAPACITY
remaining at the beginning of 2008. By June 21, 2007,
however, Tazewell Recycling and Disposal Facility (RDF),
East Peoria had closed, after accepting waste for almost 30 complete
years.
The landfill operator at Tazewell RDF chose to develop a transfer
station at the landfill that closed. Waste Management/Tazewell
Transfer Station, East Peoria, was under development throughout
2007 and opened early in January 2008.
Total capacity in the region declined 1.4 percent
Eight landfills in Region Three accounted for 21.1 percent of the
more than 988.5 million gate cubic yards of disposal capacity
remaining statewide on Jan. 1, 2008. The amount of 211.1 million
was almost 3.0 million less than the amount that was reported a year
prior.
Total capacity in the region declined 1.4 percent from the previous
year. Several new areas or cells that were permitted to open at five
landfills during 2005, 2006 and 2007, helped provide adequate
landfill space for the region.
From region to region, though, years of waste disposal remaining
varied tremendously, ranging from seven years in the Chicago
Metropolitan area to 54 years in Southern Illinois. The Peoria/Quad
Cities Region had the second most landfill life remaining of 41
years, just behind first-ranked Southern Illinois Region.
Waste disposal amounts rose by 2.5 percent
The Region’s nine landfills active in 2007 reported accepting
greater than 5.1 million gate cubic yards of waste for disposal. In
Region Three, 123,659 more gate cubic yards of waste was received
rising 2.5 percent year to year. None of the landfills in this region
were in the top ten list in terms of large amounts of waste received
in one calendar year.
More than 27 percent of waste accepted came from nine
other states
Region Three is home to one of the two hazardous waste landfills
located in Illinois. Peoria Disposal Company, Peoria, accepted 60
percent of its waste from nine states. CID RDF #4, Calumet City/
Chicago, the other hazardous waste landfill in Illinois, is near
closure, and plans to close by the end of 2008.
Of the 53.8 million gate cubic yards of solid waste landfilled in
Illinois in 2007, 13 percent was from 12 other states. For Region 3,
27 percent of its waste originated from nine of these 12 states.
Almost 1.4 million cubic yards of out-of-state waste were disposed
at six of the Peoria/Quad Cities area landfills.

Tazewell RDF closes, new transfer station opens
All active landfills in the region, except one, expect to remain open
into 2008. Tazewell RDF had ceased accepting waste as of June 21,
2007. The 30 year post closure care period began on Sept. 28, 2007.
The site was certified closed on Dec. 13, 2007. A transfer station
opened at the landfill site in January 2008.
New landfill under development in Henry County
Atkinson Landfill, Atkinson, also received a significant
modification permit on Jan. 16, 2004; including a new liner for new
areas, waste excavation, a 45.7 acre vertical and a lateral expansion
(78.2 ac.). The site is still under construction as of June 2008, so the
design capacity was not included in the Jan. 1, 2008 figure.
New waste disposal areas open at five landfills
New cells opened in five other landfills in the region at Envirofil of
Illinois Inc., Macomb; Indian Creek Landfill No. 2, Hopedale; Knox
County Landfill #3, Oneida; Quad Cities Landfill, Phase IV, Milan
and Upper Rock Island County Landfill, East Moline, during 2005,
2006 and 2007. For more details, please read the landfill

Spoon Ridge Landfill has ranked first in capacity for 11
years
The State’s largest landfill, Spoon Ridge Landfill, Fairview, has 64.4
percent of the landfill capacity in the region, translating to more than
13.6 percent for the State.

Nonhazardous Solid Waste Management and Landfill Capacity in Illinois: 2007 R3.3
The Agency granted Spoon Ridge Landfill a permit in December, 1997,
that allowed the facility’s owner and operator to expand the disposal
area from 80 to 372 acres. The total landfill area increased from 995 to
1,038 acres, and its peak elevation rose from 813.5 to 915 feet. With a
design capacity of 84.6 million airspace cubic yards, the facility has
been the state’s largest landfill for the past eleven years, but this year it
is last in terms of waste received.
Transfer station operators report 17,130 tons handled
Kewanee’s municipally owned and operated transfer station handled
more than 8,580 tons of municipal waste, 50 percent of that reported.
Waste Management of Illinois Inc. received a development permit for a
municipal waste transfer station at the former Tazewell RDF’s location
on Dec. 6, 2006 and an operating permit on Dec. 17, 2007. The site
actually opened in January 2008 so it is not on the active list for 2007.

Thirty-five percent of the Region’s landscape waste
receipts were handled at Peoria City/County Landfill #1
The Peoria/Quad Cities region’s compost facilities processed 22,787
gate tons of landscape wastes during 2007, 18 percent more than in
the previous year. About 35 percent of the landscape waste in the
region handled in 2007 was managed at the compost facility located
at Peoria City/County Landfill #1, ranked fifteenth in the State in
tons of leaves, grass and brush managed, but first in the region.

Nine of the 14 counties in Region 3 (64.3 percent) voluntarily
reported new data. The regional recycling rate of 29.1 percent is
considered to be the average rate for 2007.
