REGION SEVEN’S FIVE ACTIVE LANDFILLS ACCEPTED
almost 2.0 million gate cubic yards of waste during 2003.
This volume was up 17.4 percent, or about 296 thousand
gate cubic yards more than 2002’s total.
In terms of capacity share statewide, Region Seven had the least: 6.5
percent of 2003’s total volume. Region Three (Peoria/Quad Cities)
had the most at 26.7 percent.
Southern Illinois Regional Landfill, near DeSoto, stayed at 11th
place in waste disposal ranking in 2003, and accounted for nearly
59.8 percent of the waste landfilled in the region during the year.
Of the 1.2 million gate cubic yards of waste received by Southern
Illinois Regional Landfill in 2003, 452 thousand gate cubic yards, or
38 percent, came from Kentucky and Missouri. In comparison,
Lawrence County Regional Landfill, Sumner, accepted about 11
percent of its waste in 2003 from Indiana. West End Disposal
Facility, accepted four percent from Kentucky.
The regional percentage of imported waste is 23.9 percent,
considerably less than Region Six (Metropolitan East St. Louis),
where out-of-state waste comprised 49.1 percent of total waste
landfilled. The state-wide average of imported waste is 11 percent.

Half of capacity available is at West End Disposal Facility
As of Jan. 1, 2004, the Region’s landfills reported a total capacity of
43.8 million gate cubic yards. The region and State’s newest
landfill, West End Disposal Facility, contains 52.4 percent of the
capacity available in the region for waste disposal. That capacity
helps elevate it to number six in the State.
In addition, next year more capacity will be reported at Southern
Illinois Regional Landfill because of the proposed expansion of the
south unit approved on July 2, 2004.
New landfills proposed in Perry and Saline Counties
The need for more capacity in Region Seven is appeased for the
time being by the opening of two landfills: West End Disposal
Facility, Galatia, in October 2002 and Perry Ridge Landfill,
DuQuoin on March 8, 2004.
West End Disposal Facility expects to operate for 38 years. The
landfill has an initial design capacity of 14.5 million airspace cubic
yards. The site was permitted to operate on Oct. 24, 2002.
Perry Ridge Landfill expects to operate for 20 years. This landfill
has an initial design capacity of 14.9 million airspace cubic yards. It
received its operating permit on Dec. 12, 2003, but did not open
until Spring 2004 (March 8).
An expansion was denied as of June 30, 2004
Saline County Landfill has been inactive because its permit to
expand vertically and horizontally has been denied by Illinois EPA.
The Illinois Pollution Control Board is handling the appeal.

County agencies inspect facilities; investigate dumping
The Illinois EPA has delegated inspection authority to health
departments in Jackson, Perry and Wayne counties. A multiple
county delegated agent is Ambraw Valley Solid Waste Agency
inspecting Lawrence County Regional Landfill and several closed
sites in Crawford, Lawrence and Richland counties.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA field office: investigating and enforcing suspected violations of
land pollution laws and reports of open dumping, and inspecting
landfills, transfer stations and compost facilities permitted through
the Agency’s Bureau of Land. (Inspections also include industrial
landfills, or monofills, and landfills that closed prior to 2001; none
of which are included in this report.)
Transfer station’s activity is underrepresented
In 2003, even though active transfer stations number only three,
they nevertheless play an important role in such a large region
having only five landfills. During 2003, two of the three facilities
voluntarily reported handling 60,256 tons of municipal waste, an
amount equal to about 10 percent of waste landfilled in Region
Seven that year. But since reporting is voluntary, the actual amount
of waste received at one active facility in 2003 is unknown.

New Earth: Region Seven’s only compost site
The Region’s one compost facility reported handling less than 1,557
tons of landscape waste, which is negligible compared to the
municipal waste that entered Region Seven’s landfills in 2003, and
up 47 percent from the amount accepted the year before.
Ashalex Recycling Compost Site is under development as of
April 4, 2002, and has not yet been authorized to open.

Average recycling rate is 14.5 percent
The Agency does not regulate recycling nor does it possess any
mechanism to compel county recycling coordinators to respond to
Agency surveys seeking current recycling rates, or otherwise attest
to the viability of local recycling programs.
Recycling rates in Southern Illinois were the lowest of all seven
regions, probably because of not being close enough to markets for
recyclable materials. Rates ranged from 2.8 to a high of 3.5 percent,
yielding a multi-year average of 14.5 percent.

Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal waste by the end
of the third year of the program and 25
percent of municipal waste by the end
of the fifth year, depending upon the
availability of markets.
Every five years, each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by Clay, Edwards, Franklin,
Gallatin, Hardin, Jackson, Jefferson,
Lawrence, Massac, Perry, Pope,
Richland, Saline, Union, Wabash,
Wayne, and White Counties.
No ten year plan updates have been
completed.
