Waste on Earth
There is a lot of waste on our planet. There are piles and
piles of waste all over the world. One thing you could do to
help save your world is recycle things: like paper, plastic and
aluminum. To recycle, you can collect those items and take
them to your nearby facility. When you take those items to
the facility, they crush them and make them into new ones.
My family saves aluminum cans and takes them to a facility,
but on the way, I see a lot of piles of waste that are from
people just throwing away instead of recycling and reusing.
Another thing you can do is to reuse some items. For
example, you can cut off the top of a 2-liter soda bottle and
plant a flower or a plant in it with dirt. You could also take
some pieces of old glass and put them together in a cool
design and make a window ornament. There are a lot of
things you can do to reduce the amount of waste on our
planet. After you read my essay, you can see that you can
make a difference in our world.

TWO LANDFILLS IN REGION ONE SHOW UP IN THE TOP FOUR
rankings of all the State’s landfills in terms of waste receipts
for 2003. Onyx Orchard Hills Landfill, Davis Junction, ranks
second in the state by accepting 4.9 million gate cubic yards; Lee
County Landfill, Dixon, is fourth with 4.3 million gate cubic yards
received.
Region One’s eight active facilities received more than 12.6 million
gate cubic yards of waste in 2003 — or 1.4 million gate cubic yards
more than in 2002, a 12.6 percent increase.
Newer facilities accept some out-of-state waste
For 2003, Prairie Hill Recycling & Disposal Facility, Morrison,
reports accepting six percent of its waste from Iowa. Lee County
Landfill accepted one percent from Iowa. Onyx Orchard Hills
Landfill accepted one percent of its waste from Wisconsin.
Most importing states share borders with the State of Illinois. Iowa
sent Illinois 14 percent of the more than 6.2 million gate cubic yards
received from other states in 2003. Wisconsin only sent Illinois
landfills three percent of their waste. Waste imports from Missouri
totaled 80 percent of all. Other states sending their waste to Illinois
include Arkansas, Georgia, Indiana, Kansas, Kentucky, Minnesota,
Nebraska and Tennessee.

R1.2 Nonhazardous Solid Waste Management and Landfill Capacity in Illinois: 2003
Capacity dipped just under 5.6 percent as of Jan. 1, 2004
This region is second in the state, behind Peoria/Quad Cities in
remaining capacity, with a 22.2 capacity share. Onyx Orchard Hills
Landfill reported almost 57.1 million gate cubic yards of space
available as of Jan. 1, 2004, making it third in the state in capacity
ranking on that date and second in waste receipts. Close behind is
Prairie Hill RDF with 45.5 million gate cubic yards, which ranks
fourth, in capacity remaining.
Total capacity for the Region’s eight landfills, reporting on Jan. 1,
2004, was almost 150 million gate cubic yards, which is nine
million gate cubic yards less than the amount reported on Jan. 1,
2003, only a 5.6 percent decline.
Three landfills help boost the State’s capacity; one landfill
closed in April 2003
The State’s waste disposal capacity is boosted by the rankings of
Onyx Orchard Hills Landfill (third), Prairie Hill Recycling and
Disposal Facility, Morrison (fourth), and LandComp Landfill,
Ottawa (tenth).
Onyx Orchard Hills opened Phase IV Module 1 (18 acres), in
January 2003. Lee County Landfill opened Cells 11 and 12 in
October and November 2003.
Winnebago Reclamation Services, Rockford, received a permit to
expand in April, 2004, but approval came after its remaining
capacity was reported on Jan. 1, 2004. This expansion will add 1.8
million cu. yds. of airspace for waste disposal.

Closure of Freeport’s landfill
Freeport Municipal Landfill #4 actually did not cease accepting
waste until April 5, 2003. The site is not yet certified closed. Seven
landfills in the Northwestern Illinois region remained open past
2003.
Delegated inspections in LaSalle and Ogle counties
The Illinois EPA delegated inspection authority to the LaSalle
County Department of Environmental Services and Development
and to the Ogle County Solid Waste Management Department.
Delegation agreements authorize these agencies to conduct many of
the duties that would otherwise have to be performed by the Illinois
EPA field office: investigating and enforcing suspected violations of
land pollution laws and reports of open dumping, also inspecting
landfills, transfer stations and compost facilities permitted through
the Agency’s Bureau of Land. (Inspections also include industrial
landfills, or monofills, and landfills that closed prior to 2001; these
facilities are not included in this report.)
Rockford dominated regional transfer station activity
An Agency survey determined Region One’s transfer stations
handled more than 146,000 gate tons of municipal waste in 2003, an
amount equivalent to one percent of the waste landfilled in the
region. Of those voluntarily reporting, Waste Management/
Rockford processed 52 percent of the regional total. Two of the
transfer stations did not voluntarily report to the Agency.
Mendota, Illinois plans to temporarily close their transfer station
sometime during 2004.

Rockford Composting/Cherry Valley leads in composting
Region One’s five active compost facilities reported processing
more than 47,000 gate tons of landscape waste in 2003. The two
sites, DeKalb County Landfill, DeKalb, and Rockford Composting,
Cherry Valley, processed 87 percent of the region’s total. Lee
County Landfill, Dixon, was issued a permit in April, 2002 to
operate a landscape waste transfer station. Freeport Municipal
Landfill #4 Compost Facility certified closed on Jan. 9, 2004.
Municipal Waste
Management Plans
The Solid Waste Planning and
Recycling Act requires all Illinois
counties and the city of Chicago to
develop, adopt and implement 20-year
municipal waste management plans.
Plans include programs and
recommendations to achieve solid
waste management goals, which
typically include waste reduction,
recycling, incineration and landfilling as
program options.
The law requires each plan to include a
program designed to recycle 15
percent of municipal waste by the end
of the third year of the program and 25
percent of municipal waste by the end
of the fifth year (1996), depending
upon the availability of markets.
Every five years, each plan must
identify changes in planning areas,
evaluate progress in plan
implementation and, if necessary,
revise plan recommendations and
goals. The county also has the option
of updating its solid waste generation
rate. The plan is then submitted to the
Illinois EPA for review and comment.
Five year plan updates have been
adopted by all counties in Region One.
Ten year plan updates have also been
adopted by LaSalle, Lee, Ogle,
Whiteside and Winnebago counties.

Average regional recycling rate remains healthy
The Agency does not regulate recycling nor is it required to obtain
statistics. Nevertheless, as a public service, the Agency sought this
information from county recycling coordinators, who reported
recycling rates ranging from 3.0 to 49.2 percent.
Region One’s overall recycling rate of 23.3 percent is a multi-year
average because five counties did not report new data in 2003 (see
Appendix M for more details).
