Planning Commission Approves Huntley Ready Mix Annexation
The regular monthly meeting of the Huntley Planning Commission was called to order at 7:30pm by Chairman Wilmer Rohlwing. Those members of the board present were Darrick Franzen, Ed Domagalski, Paul Mercer, and Jack Daum. Also present was Village Adminis¬ trator Krauss and Mayor Dhamer.
Mr. Franzen moved to accept the minutes of the last meeting of April 13, as submitted. Mr. Domagalski seconded. Motion carried.
The first order of business was presented by Attorney Polsky and Bohdan Hirniak of Prime Group. They did not receive final approval from the Village Board yet. But, due to financing they need final approval of a portion of the plan and are seeking that for non-residential, southern part which is part office and commercial, at least the general lot configuration.
Mr. Robert Schachtner entered the meeting at this time.
Presented was Exhibit D from prior presentation, this being called Unit I. This will be a recorded plat so can get financing going. If and when they change, they will have to come back before the boards.
Mr. Franzen moved to recommend to accept the request by Prime Group for Preliminary Plat approval for Unit I. Mr. Daum seconded. Upon roll call there were six (6) ayes and no (0) nays, motion carried.
The next order of business was presented by Attorney Richard Heimberg representing Gary Floit of Huntley Ready Mix. Also with him was Mr. Walter Magdziarz of Burnidge Cassell Associates, Land Planners. Mr. Floit is seeking a pre-annexation agreement for six acres on the south side of
Kreutzer Road, which is across from Neville Dean's property. He has 381 1/2 feet of frontage. His concept is to operate a ready mix batch plant. They have been before
the Kane County Zoning (which they received I zoning) and would like to enter into a pre-annexation agreement with the Village so when in order, can enter into Village with M zoning from County I zoning.
Mr. Magdziarz stated that Mr. Floit proposes to reuse main bam on property and in it construct concrete ready mix batch plant. He intends to improve bam. Trucks will be stored on property. There are three truck wash pools and all water will be recycled. The Comprehensive Plan shows area as industrial/warehouse and they believe this is consistent and not detrimental to adjoining properties. They will conform with Village standards and codes. There will be no fire hazards or explosives, except for fuel storage for his vehicles only. No toxic or noxious materials. The batch plant will have a dust collector attached to machinery. Vibration and smoke are not attributed to this operation. As far as FAA procedure, the Landings Airport is southeast of this and land is in line with runway. They have submitted to FAA, since the batch plant is 69 feet high, and the FAA has notified them that nothing further is required.
Mr. Fanzen asked about the exterior of the barn. The County would like to maintain the farm-like appearance. We will see final plans showing this. He also asked about parking area being paved. They said eventually, not ahead of time. They will do when they have extra concrete left over. There was discussion over asphalting Kreutzer Road. Mr. Floit understands that he will have to put money in escrow to improve his area of the road, but says then there will portions of bad road again. As far as his entrance, that apron will be paved.
