MINUTES OF THE
REGULAR MEETING OFTHE VnXAGE BOARD OF TRUSTEES
The regular meeting of the Village Board of Trustees was held in the Board Roo, April 7,1977 and called to order at 8:00 P.M.
Those officers present were: President Enstroffl, Trustees Stroupe, Ackman, Lohneis, Frank, Manning and Eisenmenger, as .well as Village Engineer Schwegel, David Oldham, who was present on place of Percy Swanson, who was ill and Dean Marlowe, member (rf the County Board.
The first wder of business was the presentation of the tninutes of the "March 3, 1977 meeting and the minutes of the reconvened meeting of March 28th, 1977. There being no additions nor corrections, they stood approved as presented.
The next itemto come before the Board was the fimamcial report. Trustee Stroupe recommended approval of both the Treasurer's Report and the Managerial Report noting thaf thty balanced in every detail, this motion seconded by Trustee Ackman. Upon roll call, all members voted aye and the motion^carried.
The bills for the month Of March were presented and a motion was made by Trustee Frank, seconded by Trustee Eisenmenger, to approve the payment of same, as set oUt od attached listing, and upon roll call, all trustees^ voted aye, the motion" carried,and the Clerk was instructed to pay same.
President Enstrom then recognized Marguerite Baumgartner, who gave a summary repmt on the storm water In her area, as well as a deferrment request fbt sidewalk installation on her property. She stat^ thatthefe were fears in her neighborhood as to the water run-off which now (when the new subdivision is developed) will have no naturd holding area. She was informed thatthere would be a pond at the subdivision site so as to keep the natural resources. She was also given a deferrment onthe sidewalk problem until the sidewalk committee Could meet widi her for futher discussion.
Attorney Caldwell then entered the meeting;
Next, the Zoning Board's recommendation was then considered. Rrst, their recommendation as to the iDtds Mortimer and Michael Mortimer amendment w«s to grant a "Special Use Varience" and that it would remain with the property should the petitioners move or leave the premises. A motion" was made by Trustee Lohneis, seconded by Trustee Frank to accept thfe recommendation of the Zoning Board, and upon roll call, all trustees voted aye and the motion carried. The <^her reconunendation of Richard Melahn had been acted tipon at the March 28th meeting;
The President then asked Mr. Schwegel for his reports. The first item Mr. Schwegel brought forward was an amendment to the Sewage Treatment Plant Improvements. Due to the poor sub-grade soil bearing capacity, thefe was found to be a need for an alteration which would amount to $18,218.00 increasing the current contract value of $786,000 to804,218. This being discussed in detail/a motion"was made by Trustee Frank, seconded by Trustee Ackman, to accept Mr. Schwegel's recommendation that tiie Board authorize the President to sign the Bulletin amending the conditions as set out above. Upon roll call, all trusteelvoted aye and the motion carried.
Mr. Schwegel then introduced Mr. Ken Ligeman, who presented an Engineering Report onthe Water System Imporvements for the Village. This was a complete study done by the firm of Baxter and Woodman, and the Board agreed that the report would be reviewed and acted Dpon at the next meeting;
Next, Mr.' Schwegel presented an application of Mr. Kenneth Bakley for an extension ofthe Water main and sewer for five lots in theSth addition of Bakley's Subdivision, the extension being of existing lines on Cindy Jo and North Church Street. This was to be a construction only basis, being that the sewer can be put in but not coimected as yet. After a joint discussion between Mr. Bakley, Mr. Schwegel and the Board, a motion was made by Trustee Frank, seconded by Trustee Stroupe, to give permission for this extension, and upon roll call, all trustees voted aye and the tnotion carried.
The following are the bids that were opened April 6th, 1977 for the Grove Street Improvement:
Glaze Construction; $36,814.60 Peter Baker & Son, $37,606.00
Bakley Construction^S38,822.60 Steffen Bros. Corp. $39,129.95
Curran Construction $40,699.05
The Engineer recommended that the Board award the contract to the low bidder, Glaze Constniction, in the amount of $36,814.60, said proposal being in order. Trustee Stroupe made a motion to accept Mr. Schwegel's recommendation; secconded by Trustee Manning, and upon roll call, all trustees voted aye and tiie motion carried.
Trustee' Manning repotted on the Licoln Street elrtenSion imporvements to be share4 with the School District. It was agreed by the School Districtthat the cost of «pprozimately^4500.00 would be shared with the "School's portion being 60% and the Village's. 40%, with aH engineering cOsto htduded. The Village was to let the contract add the "above had been discussed at a school board meeting;Trustee Ackman stated that he"feH that money should not be used for a street that was not going anywhere. A motion was made by Trustee Frank, seconded by Trustee Eisemnenger, to accept this proposal, and the roll noted the following: Eisenmenger, aye; Manning aye; Frank, aye; Lohneis, aye; Ackman nay and Stroupe aye. Motioncarried.
The President called on Mrs. Hedy Leonard. She reported that she had checked into several ways that a savings program could be Institutcfd "fbr a tri-centenoie] celebration: She had found that a trettendous amount of IntereM cotdd be had on $100 in 100 years.
The Board recommended that she check fiuthef on other institutions of saving and report back at the next meeting with her findings.
A Mr. Evans of the real esUte firm on Algonquin blacktop announced that he^as present at the meeting to seek advice as to the necessary steps in securing proper zoning for his business. He had wished to put in parking space but wanted to fbilow proper procedure. He was advised by the village attortiey as well as the Board that he must make an appeal before the toning board before proceeding with any improvements.
Mr. Dean Marlowe stated that he was at the meeting for the purpose of giving the "Board the"oppoctunlty to relay any information to the County Board through him.
Trustee Manning asked if the village could start some action as to a stop sign or lights at the Intersection of Rout 47 and Main Street. Traffic becomes bottied at certain times of the day. He was advised that the Department of Transportation had done a survey several years previous and found it not a feasible traffic problem for a four-way stop.
President Enstrom aimounced the following dated of importance: Canvas of the elections 4/20, Municipal Meeting, 4/27, Annual Meeting; 4/28 at which time liquor licenses will be renewed and salaries, reviewed, he also advised the Board that the Jaycees carnival would be held on May 13,14 and 15.
He then read a letter"from the McHenry County Defenders who were requesting support fof the Illinois Beverage Container Act. A motion"was made by Trustee Frank, seconded by Trustee Lohneis, to support the above-entitied Act, and upon roll call, all trustees voted aye, the motion carried, and the Clerk was instructed to advise Mr. Fergusen ofthe Board's support.
Next, Trustee Eisenmenger propsed that the Village purchase another squad car through the Procurement Division of the State as was previously done, this being discussed thoroughly at the Police Committee meeting; A motion"was made by Trustee Eisenmenger, seconded by Trustee Frank, to approve of the purchase ci a 1977 Dodge fourdoor squad in the amount of $4,267.65, not to be billed .until the next fiscal year, 1977-1978. Upon roll call, all trustees voted aye and the motion carried.
President Enstrom presented the following incoives for the Treatment Plant: Baxter and Woodman m the amounts of $160.00. $357.20 and $745.20. A motion was made by Trustee Frank, seconded by Trustee Ackman. to approve of the payment of said invoices and upon roll call, all trustees voted aye and the motion carried.
In a report by Corey Stolqnist for the ESDA, it was learned that a "mock disaster'' was being planned.
President Enstrom then recommended that the following be appointed as Judges of the Municipal Election: Bemice Kalsow, Norma Gariieb, Emma Ackman, Ruth Kahl and Louise Kreutzer. A motion was made by Trustee Ackman, seconded by Trustee Eisenmenger, to accept the recommendation of the above and the roll noted the following: Eisenmenger, aye; Manning, aye; Frank, nay; Lohneis, aye; Ackman, aye; and StroUpe, nay. Motioncarried and the Clerk was instructed to officially inform the Judges of their appointment.
Trustee Lohneis questioned Attorney Caldwell as to the Recapture Agreement connecter with the Hundey Cove Subdivi¬ sion. He suggested thatthe Service Area and fees be determined as soon as possible. He was informed that Building Inspector Radloff would not issue any building permits until this"was determined.
There being no further business to come before the meeting, a motion was made by Trustee Frank, seconded by Trustee Ackman, to adjourn and the meeting so adjourned.

RESIDENTS OF THE HUNTLEY FIRE PROTECTION DISTRICT
Because of the dry spring and winds we are having we are asking all residents to refrain from burning and if they would please contact the fire dept. before burning. We have had several calls where people are burning trash and it is starting fields and grass on fire. We would like to avoid any property losses or hardships.

MISS MCHENRY COUNTY CONTEST
On August 3 the Miss McHenry County Contest win be held at the McHenry County Fair.
Once again The Huntiey Lions Gub will be sponsoring Miss \ Huntiey; To be eligible a young lady must be between the ages of 16 and 21, single and never married and a resident of McHenry County.
All interested girls are asked to contact Wm. Moylan at the Huntiey High School or Chuck Ruth of the Huntiey Lions Qub. Candidates for Miss Huntiey will be judged at the May 10 Lions Qub meeting.
