PRIMARY ROUTE
Beginning at a point on the Southerly line of the Petitioner's Brokaw Substation being
part of Lot 5 in the Resubdivision of Lot 4 in the Resubdivision of Lot 2 in Illinois Power
Company Subdivision being in the Northeast Quarter of Section 18, Township 23 North,
Range 3 East of the Third Principal Meridian, McLean County, Illinois, said point also
being on the Northerly right-of-way line of Norfolk Southern Railroad Company; thence
South across a portion of the Northeast Quarter of the Southeast Quarter of said
Section 18 to a point near the Westerly easement line of a Commonwealth Edison
Company transmission line; thence Southwesterly and generally parallel to said
Westerly easement line of said Commonwealth Edison Company transmission line to a
point south of the North line of Section 19, Township 23 North, Range 3 East of the
Third Principal Meridian, McLean County, Illinois; thence Westerly and generally
parallel to the North line of Section 19 to a point on the West line of the Northwest
Quarter of said Section 19; thence Northwesterly and generally parallel to an existing
Ameren Illinois Company (formerly Illinois Power Company) transmission line to a point
on the North line of Section 24, Township 23 North, Range 2 East, of the Third Principal
Meridian; thence continue Northwesterly and generally parallel to said transmission line
to a point near the West line of the East Half of Section 13; thence North parallel to the
West line of the East Half of said Section 13 to a point near the Southerly right-of-way
line of Norfolk Southern Railroad Company; thence Westerly and generally parallel to
said Southerly right-of-way line of said Norfolk Southern Railroad Company through
Sections 13, 14 and part of Lot 16 of the Southeast Quarter of Section 15, all in
Township 23 North, Range 2 East of the Third Principal Meridian to a point near the
Easterly right-of-way line of U.S. Route 150; thence Southwesterly and Westerly,
through part of said Section 15, crossing U.S. Route 150 and generally parallel to said
Southerly railroad right-of-way line to a point near the Westerly right-of-way line of
Consolidated Rail Corporation (Norfolk Southern Railroad Company); thence
Northwesterly and generally parallel to said Westerly right-of-way line to a point on the
West line of the Northwest Quarter of said Section 15; thence Northwesterly through

Third Principal Meridian to a point on the South right-of-way line of Federal Aid Route 5
(Veteran’s Parkway); thence Northwesterly crossing said Veterans Parkway and

South Bloomington Substation, also being the South line of Lot 9 in the West Half of the
