PROPERTY TAX APPEAL BOARD'S DECISION

The parties of record before the Property Tax Appeal Board are
Steven Gallo, the appellant, by attorney Mendy L. Pozin of
Northbrook; and the Cook County Board of Review.
The subject property is improved with a one-story commercial
building containing approximately 14,000 square feet of building
area. The improvements are located on a 15,000 square foot
site.
The appellant contends the value of the subject property is not
accurately reflected in its assessed valuation. In support of
this overvaluation argument the appellant submitted a brief
explaining that in September 2002 a Chicago Police Department
automobile crashed into the subject building, striking a support
beam, causing the collapse of approximately 5,000 square feet of
building area. Subsequently, the City of Chicago ordered the
demolition of a portion of the building. The area demolished
and reconstructed remained vacant throughout 2004. The
appellant's brief also stated that the demolition and
reconstruction work caused vacancy in the portion of the
building not damaged by the crash. In support of this argument
the appellant submitted copies of reports, permits, a demolition
affidavit and photographs depicting the damage to the subject
property. The appellant also submitted a copy of the final
decision issued by the Cook County Board of Review establishing
a total assessment for the subject of $188,979. Based on this
evidence the appellant requested the subject's assessment be
reduced to $64,962.
