The State Universities Civil Service Sys-tem
has recently reached its 50th year anni-versary.
The State Universities Civil Ser-vice
System was created by law effective
January 1, 1952, as a separate entity of the
State of Illinois, and is under the control of
the University Civil Service Merit Board.
The Merit Board is charged with making
and publishing rules to carry out provisions
of the State Universities Civil Service Act
(110 ILCS 70/36b et seq. (West 2000)) and
establishing an effective merit program for
the agencies and universities under its juris-diction.
These rules provide detailed proce-dures
along a broad spectrum of human
resource activities including examinations,
eligible registers resulting from examina-tions,
appointments (both status and non-status),
probationary periods, reassign-ments
and transfers, separations and demo-tions,
and seniority. The System Office
staff members are involved in the develop-ment,
implementation, and maintenance of
the rules and procedures, providing an ap-peal
process for applicants, employees and
employers, as well as hearing procedures in
matters related to discharge and demotion.

CELEBRATING 50 YEARS OF SERVICE
Effective July 1, 2002, I officially as-sumed
my new position as Executive Di-rector
of the State Universities Civil Ser-vice
System. In this first open letter to the
public, I want to take a moment to convey
a few personal thoughts as I begin this new
journey.
I am deeply honored and privileged to
have been selected to fill this important
position. I want to convey my total dedi-cation
and commitment in fulfilling the
responsibilities of this position and to con-tinue
with the many collaborative relation-ships
the System Office has established with
each university, affiliated agency, and em-ployee
group.
On behalf of the State Universities Civil
Service System, I pledge our support to the
mission and vision of each public university
and affiliated agency within our jurisdiction.
Our office will continue to be a high-level
statewide advocate for employees, state
universities, and affiliated agencies within
the jurisdiction of the State Universities
Civil Service System. We will put forth our
best effort to meet the needs and expecta-tions
of our constituency through the ongo-ing
development, maintenance, and admini-stration
of an effective and efficient human
resource management system. Our consum-ers,
the students at each of our public uni-versities
and colleges, deserve no less.
As we continue to evolve, communication
and collaboration become even more essen-tial
elements in fulfilling our mission and in
the administration of our many business
processes. Hopefully, you have already seen
some positive modifications to our business
processes through our new focus on cus-tomer
service. More changes will be com-ing
and it is important that we stay syn-chronized
in our efforts. We are particu-larly
excited about this newsletter. It will
facilitate yet another mechanism of com-munication
and collaboration as we con-tinue
to evolve into a more responsive and
effective human resource management sys-tem.
I encourage everyone to maintain
close contact with our office on matters
pertaining to the University System, its
Statute and Rules, and the many employees
within its boundaries. We need and value
your suggestions and comments. I am truly
excited about the future of the State Univer-sities
Civil Service System and look forward
to working with all employees, administra-tors,
human resource offices, and constitu-ency
groups in this new capacity.
