Property Tax Appeal Board Meeting
Held on March 18, 2008

1. ROLL CALL: Carlos Montoya, Chairman; Sharon Thompson;
Michael Goral; Walter Gorski

Chairman Montoya convened the meeting at 10:00 a.m.
2. Approval of the Board Minutes for the February Meeting:
Mr. Goral moved to approve the minutes from the February
19, 2008 meeting. Ms. Thompson seconded the motion and it
carried unanimously, with Mr. Gorski abstaining.
3. Executive Director Report:
Ron discussed the consent decree from Grundy County that he
emailed to board members. The Property Tax Appeal Board
will grant a subpoena(s) for good cause shown for persons
and documents.
The statutory part of the rules that we are ready to
proceed with are subpoenas, electronic dissemination of
decisions, transcription services and having the Property
Tax Appeal Board create a more formal process. The two
rules that remain controversial are discovery (we may need
to raise the limit to 1 million) and agency discretion to
hold hearings. Our proposed rules will probably not go to
JCAR until August.
